Tender Quality Score

This tender for a Dynamic Purchasing System for Alarms & CCTV systems is generally well-structured with clear requirements for admission, but lacks explicit evaluation criteria and transparency regarding the estimated value.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the open procedure and DPS type, and the CPV code is appropriate. Mandatory exclusion grounds are specified, aligning with UK regulations. However, the absence of a reveal date and the classified estimated value reduce overall transparency, which is a minor legal compliance concern.

Missing reveal date
Estimated value classified
Clarity80/100

The description of the DPS, its categories, and duration is clear and unambiguous. The AI-extracted requirements are well-defined and understandable. The primary concern is the lack of explicitly stated evaluation criteria, which, while potentially implicit for DPS admission, could lead to ambiguity in the assessment process.

No explicit evaluation criteria specified
Completeness70/100

Basic information, deadlines, and duration are provided. Requirements are detailed, and a key document is available. However, the estimated value is not disclosed, the reveal date is missing, and explicit evaluation criteria are absent, which are notable gaps in completeness.

Estimated value not disclosed
Missing reveal date
Fairness85/100

The tender supports e-procurement and divides the scope into categories, promoting broader participation. The requirements appear generic and not tailored. While the classified value and lack of explicit evaluation criteria reduce transparency, the very long submission period for this DPS ensures ample time for preparation, contributing positively to fairness.

Estimated value classified
Evaluation criteria not explicitly transparent
Practicality65/100

Electronic submission is supported, and the duration is clearly specified. However, an explicit document URL is not provided in the summary, and the precise start date for the DPS itself (beyond 'to 2029') is not clearly stated. Minimal financing information is available.

Document URL not explicitly provided
Contract start date for DPS not explicitly stated
Data Consistency90/100

Most key fields are populated, and there are no reported disputes or suspensions. Dates are largely logical, although there's a slight ambiguity in the wording regarding the exact end year of the 84-month DPS duration ('to 2029' vs. 84 months from 2023). The 'Liable Person' field is empty.

Missing Liable Person
Slight ambiguity in DPS duration wording
Sustainability50/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation focus. While this is a standard procurement for technical systems, the absence of these considerations results in a moderate score for sustainability.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of the Dynamic Purchasing System (DPS) and its categories
E-Procurement enabled, promoting accessibility
Requirements for admission are well-defined and understandable
Very long submission deadline for the DPS, allowing ample preparation time
CPV code is appropriately assigned

Concerns

Estimated value is classified, reducing transparency
No explicit evaluation criteria specified for admission to the DPS
Missing reveal date for the tender publication
Absence of explicit green, social, or innovation criteria
Minimal financing information provided

Recommendations

1. Disclose the estimated value or provide a clear rationale for classification to enhance transparency.
2. Clearly define and publish the evaluation criteria for admission to the DPS.
3. Include sustainability criteria (e.g., energy efficiency, waste management) where relevant for CCTV and alarm systems.
