Tender Quality Score

This tender for Holiday Activity and Food Programme services demonstrates a clear purpose and good data consistency, but is significantly hampered by a lack of disclosed estimated value, missing evaluation criteria, and no e-submission option.

Score Breakdown

Legal Compliance75/100

The tender defines an Open procedure and uses an appropriate CPV code. No disputes or suspensions are noted. While the estimated value is classified, this is not necessarily a legal non-compliance if permitted by local regulations, though it impacts transparency. The 'Missing reveal date' is a minor concern, but documents are stated to be available from January 2026, making the submission period reasonable.

Estimated value classified
Missing explicit tender reveal date
Clarity60/100

The overall description of the HAF program is clear. However, the tender critically lacks specified evaluation criteria, making it difficult for bidders to understand how their proposals will be assessed. Additionally, 'Financial Requirements' and 'Mandatory Exclusion Grounds' are listed as categories but without any detailed content, and the requirement to 'Meet DfE and Blackpool Council's requirements' is broad without specific references.

No evaluation criteria specified
Lack of detail for 'Financial Requirements' and 'Mandatory Exclusion Grounds'
Completeness65/100

Basic information, deadlines, duration, and location are provided. However, the tender is incomplete due to the estimated value being classified and, most critically, the absence of evaluation criteria. While documents are available, the summary information provided is insufficient in these key areas.

Estimated value not disclosed (classified)
Missing evaluation criteria
Fairness55/100

The requirements for HAF schemes appear generic and not tailored to a specific company, which is positive. However, the classified estimated value and the complete absence of evaluation criteria severely undermine transparency and fairness, making it difficult for all bidders to compete on an equal footing. The lack of e-submission also presents a barrier to equal access and efficiency.

Estimated value classified
No evaluation criteria specified
Practicality60/100

The contract start date and duration are clearly specified. However, the lack of an e-submission option reduces practicality for bidders. The classified estimated value also hinders bidders' ability to conduct proper financial planning and resource allocation for their proposals.

No e-submission option
Estimated value not disclosed (classified)
Data Consistency80/100

Dates are logical and consistent, and there are no reported disputes or suspensions. Most key fields are populated. Minor inconsistencies include 'Liable Person' being empty and 'N/A' codes for procedure type. The listing of 'Financial Requirements' and 'Mandatory Exclusion Grounds' without content also indicates a slight inconsistency in the level of detail provided.

'Liable Person' field is empty
N/A codes for procedure type
Sustainability70/100

The tender's core purpose, providing Holiday Activity and Food schemes for vulnerable children, inherently addresses significant social aspects, which is a strong positive for sustainability. However, there is no explicit mention of green procurement criteria or an innovation focus within the provided information.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear description of the HAF program and its objectives
Appropriate CPV code and defined Open procedure
Strong inherent social focus due to the nature of the service
Logical and consistent timeline with no disputes
Requirements appear generic and not tailored

Concerns

Estimated value is classified and not disclosed
Crucially, no evaluation criteria are specified
Lack of e-submission option
Missing detailed content for 'Financial Requirements' and 'Mandatory Exclusion Grounds'
Broad requirements without specific references to DfE/Council documents

Recommendations

1. Disclose the estimated contract value to enhance transparency and allow for better bidder planning.
2. Clearly define and publish the evaluation criteria to ensure fairness and clarity for all potential providers.
3. Implement an e-submission platform to streamline the bidding process and improve accessibility.
