Tender Quality Score

This tender provides clear service requirements and utilizes an e-procurement portal, but suffers from significant transparency issues due to missing evaluation criteria and explicit mandatory exclusion grounds.

Score Breakdown

Legal Compliance65/100

The tender defines the procedure type and CPV codes correctly. However, the absence of an explicit reveal date makes it impossible to verify compliance with minimum notice periods, and the lack of explicit mandatory exclusion grounds is a notable legal deficiency in the provided information.

Missing reveal date for the tender notice
No explicit mandatory exclusion grounds mentioned
Clarity60/100

The description of the required services and technical requirements is clear and unambiguous. However, the complete absence of specified evaluation criteria significantly hinders bidders' understanding of how their proposals will be assessed, which is a major clarity concern.

No evaluation criteria specified
Completeness65/100

Basic information, financial details, and timeline are largely complete. However, the critical omission of evaluation criteria and the limited content provided for the tender documents (with the main PDF marked 'Required: No') indicate significant gaps in the completeness of the directly accessible tender information.

Missing evaluation criteria
Limited content provided for tender documents, relying heavily on external portal
Fairness45/100

The tender discloses the estimated value and uses an e-procurement portal, promoting equal access. However, the complete lack of evaluation criteria severely compromises fairness and transparency, as bidders cannot objectively prepare or understand the basis of award. The missing reveal date also impacts the ability to confirm fair preparation time.

No evaluation criteria specified, impacting objectivity and transparency
Missing reveal date, preventing verification of fair initial notice period
Practicality85/100

The tender scores well on practicality, supporting electronic submission via the Delta eSourcing portal, providing clear URLs, and specifying the contract start date and duration. Financing information (estimated value) is also available.

Data Consistency80/100

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field and 'N/A' codes for procedure type, but these do not significantly impact overall data integrity.

Liable Person field is empty
Procedure type codes are 'N/A'
Sustainability25/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which often correlates with higher sustainability standards.

No green procurement criteria mentioned
No social aspects included

Strengths

Clear description of required services and technical requirements
Utilization of an e-procurement portal (Delta eSourcing)
Estimated value and contract duration are clearly specified

Concerns

Complete absence of evaluation criteria, severely impacting clarity and fairness
Missing explicit mandatory exclusion grounds, raising legal compliance concerns
Missing reveal date, preventing verification of initial notice period
