Tender Quality Score

This tender provides a clear service description and good practical information for submission via an e-portal. However, it critically lacks specified evaluation criteria, significantly impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The procedure type is defined, albeit with multiple labels (Open, Below threshold - open competition, Light Touch Regime), which is ultimately clear. The CPV code is appropriate. Submission deadlines are reasonable (16 days). Compliance with UK regulations for a below-threshold Light Touch Regime procurement appears to be met. The 'Required: No' for the official PDF is a minor ambiguity.

Multiple labels for procedure type (Open, Below threshold - open competition, Light Touch Regime)
Official PDF listed as 'Required: No', implying main tender document is solely on portal
Clarity60/100

The service description and technical requirements are very clear and unambiguous. However, the complete absence of specified evaluation criteria is a significant drawback, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information, deadlines, value, and duration are provided. Requirements are well-defined. However, the critical omission of evaluation criteria and minor inconsistencies in financial figures and contract duration reduce the completeness score.

Missing evaluation criteria
Inconsistency between estimated value (EUR) and stated budget (GBP)
Fairness65/100

The tender promotes equal access through a free-to-register e-tendering portal and discloses the contract value. Requirements appear generic and not tailored. However, the complete lack of evaluation criteria severely compromises the objectivity and transparency of the assessment process, making it difficult for bidders to compete fairly.

No evaluation criteria specified, impacting transparency and objectivity
Practicality85/100

Electronic submission is clearly supported via a provided e-tendering portal link. The contract start date, duration, and financing information are all clearly specified, making it practical for potential bidders.

Data Consistency70/100

Most key fields are populated, and there are no disputes or suspensions. However, the 'Liable Person' field is missing, and there are inconsistencies between the estimated value (EUR) and the stated budget (GBP), as well as minor discrepancies in contract duration details.

Missing 'Liable Person'
Inconsistency between estimated value (EUR) and stated budget (GBP)
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is not EU funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear service description and technical requirements
Use of a dedicated e-tendering portal with free registration
Value and duration clearly specified (with minor inconsistencies)
Reasonable submission deadline
Good practical information for bidders

Concerns

Absence of evaluation criteria is a major flaw, impacting transparency and fairness
Inconsistency between estimated value (EUR) and stated budget (GBP)
Basic info 'Contract Duration: 12 months' is less complete than the description's '1+1 extension'
Missing 'Liable Person'
No explicit mention of sustainability, social, or innovation aspects

Recommendations

1. Immediately publish clear and objective evaluation criteria to ensure transparency and fairness for all bidders.
2. Harmonize financial figures by consistently stating the estimated value in GBP (as per the budget) or providing a clear conversion, and ensure all duration details are consistent across the tender.
3. Consider incorporating sustainability or social value clauses, even for smaller procurements, to align with modern public procurement best practices.
