Tender Quality Score

This tender for adult life opportunities is an open framework agreement with a long application period, demonstrating good intent for market access. However, it suffers from a lack of explicit evaluation criteria and some inconsistencies regarding e-submission, which could impact transparency and fairness.

Score Breakdown

Legal Compliance75/100

The tender clearly states adherence to the Public Contracts Regulations 2015 and the Light Touch Regime, with an appropriate CPV code. The open framework nature allows for continuous applications, making the long submission deadline reasonable. The 'missing reveal date' is a minor transparency point for the initial framework launch.

Missing initial reveal date for the framework.
Clarity55/100

While the overall service description and target group are clear, the absence of explicit evaluation criteria is a significant drawback. Full understanding of 'Pathways (sub-lots)' and performance conditions relies on external service specifications not provided.

No evaluation criteria specified
Critical details (sub-lots, performance conditions) rely on external documents
Completeness65/100

Basic tender information, value, and duration are provided. However, the tender lacks explicit evaluation criteria and specific financial requirements. Only one document summary out of four was provided for analysis, suggesting potential gaps in the available tender documentation.

Missing evaluation criteria
No specific financial requirements explicitly stated
Fairness55/100

The open framework and generic requirements promote broad participation. However, the absence of clear evaluation criteria significantly compromises transparency and objectivity. There is also a contradiction between 'E-Procurement' being a characteristic and the AI flagging 'No e-submission'.

No evaluation criteria specified
Contradiction regarding e-submission support
Practicality60/100

The contract start date and duration are clearly defined, and an estimated value is provided. The primary practical concern is the conflicting information regarding e-submission, which is crucial for ease of application.

Contradiction regarding e-submission support
No direct document URL provided in the snippet
Data Consistency70/100

Key fields are mostly populated, and there are no disputes. However, 'Liable Person' is empty, and there's a slight ambiguity in how the 'Submission Deadline' aligns with the 'open for duration' characteristic of the framework.

'Liable Person' empty
'Type' and 'Procedure' codes N/A
Sustainability60/100

The tender inherently addresses significant social aspects by providing services for adults with learning disabilities and/or autism. However, it does not explicitly mention green procurement initiatives or an innovation focus.
