Tender Quality Score

This tender establishes a Dynamic Purchasing System for construction materials. While it benefits from clear procedural definition and electronic submission, significant concerns arise from the classified estimated value and, most critically, the complete absence of specified evaluation criteria, which severely impacts fairness and clarity for potential bidders.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure as a Dynamic Purchasing System under the Public Contracts Regulations 2015, and the CPV code is appropriate. The submission deadline is ample. However, the estimated value is classified, and the reveal date is missing, which are minor disclosure issues.

Estimated value is classified
Missing reveal date
Clarity60/100

The overall description of the DPS is clear. However, the AI-extracted requirements are high-level, lacking specific detail for what constitutes 'suitably qualified' or 'adequate provision'. Crucially, there are no specific financial requirements stated, and evaluation criteria are entirely missing, making it difficult for bidders to understand how they will be assessed.

No evaluation criteria specified
No specific financial requirements explicitly stated
Completeness65/100

Basic information such as title, reference, organization, and duration are provided. However, the estimated value is classified, and there is a critical absence of evaluation criteria and specific financial requirements, which are fundamental for a complete tender document.

Estimated value is classified
No evaluation criteria specified
Fairness55/100

The tender supports e-procurement and the requirements do not appear tailored to a specific company. However, the classified estimated value reduces transparency, and the complete absence of evaluation criteria is a major concern, as bidders cannot objectively understand the basis for admission to the DPS.

Estimated value is classified
No evaluation criteria specified
Practicality65/100

Electronic submission via YORtender.co.uk is supported, which is a positive aspect. However, the contract start date for the DPS is not explicitly known, and detailed financing information (beyond the classified value) is absent.

Contract start date not explicitly known
Lack of detailed financing information
Data Consistency80/100

Most key fields are populated, and there are no disputes or suspensions. Minor inconsistencies include the 'Liable Person' field being empty and the statement 'Over Sum Limit: No' conflicting with the classified estimated value.

Missing 'Liable Person'
Inconsistency between 'Over Sum Limit: No' and classified value
Sustainability20/100

There is no explicit mention of green procurement, social aspects, or innovation focus within the provided tender information. The tender is not EU funded, which often drives higher sustainability standards.

No green procurement criteria
No social aspects mentioned

Strengths

Clear definition of the procurement procedure (DPS under PCR 2015)
Support for electronic submission via a dedicated portal (YORtender.co.uk)
Reasonable submission deadline, providing ample time for preparation
Division into parts, potentially encouraging broader participation
Clear CPV code and geographical scope

Concerns

Estimated value is classified, reducing transparency
No evaluation criteria are specified, hindering bidder understanding
Lack of specific financial requirements
High-level requirements that lack detailed specifications
Absence of sustainability, social, or innovation considerations

Recommendations

1. Disclose the estimated value to enhance transparency and allow bidders to assess the opportunity accurately.
2. Clearly define and publish the evaluation criteria for admission to the DPS, ensuring objectivity and fairness.
3. Provide more detailed specifications for eligibility and technical capability requirements, including any specific financial standing requirements.
