Tender Quality Score

This tender for plant hire services provides a clear description but suffers from significant gaps in critical information, particularly the absence of explicit evaluation criteria and e-submission, impacting fairness and practicality.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and has a reasonable submission period (22 days). However, the CPV code (Generators) appears too narrow for the described range of plant hire, and some basic disclosure fields like 'Liable Person' and a clear 'reveal date' are missing.

CPV code (31120000) is too specific for general plant hire services
Missing 'Liable Person' information
Clarity60/100

The description of the services and framework structure is clear. However, the tender explicitly lacks specified evaluation criteria, and the AI-extracted requirements indicate no explicit mandatory exclusion grounds or financial requirements, which significantly reduces overall clarity for potential bidders.

No evaluation criteria specified
No explicit mandatory exclusion grounds mentioned in provided information
Completeness55/100

While basic information like title, organization, value, and duration are present, critical elements such as detailed evaluation criteria, explicit financial requirements, and mandatory exclusion grounds are noted as missing. Only one of four tender documents is summarized, suggesting incomplete access to full tender details.

No evaluation criteria specified
No explicit mandatory exclusion grounds mentioned in provided information
Fairness50/100

The absence of specified evaluation criteria is a major concern for fairness, as it introduces subjectivity into the award process. The lack of e-submission also creates barriers to equal access for all potential bidders. Requirements appear generic and not tailored.

No evaluation criteria specified, impacting transparency and objectivity
No e-submission supported, limiting equal access for bidders
Practicality45/100

The tender clearly states the contract start date and duration. However, the lack of electronic submission support is a significant practical drawback in modern procurement, and no document URL is provided for easy access.

No e-submission supported
No document URL provided
Data Consistency85/100

The tender data is largely consistent, with logical dates and no reported disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field and 'N/A' codes for procedure type.

'Liable Person' field is empty
Type and Procedure codes are 'N/A'
Sustainability30/100

The tender does not explicitly mention any green procurement aspects, social criteria, or innovation focus. This represents a missed opportunity to integrate broader public value considerations into the procurement process.

No green procurement aspects mentioned
No social criteria included

Strengths
