Original Tender Description

TWFRA (‘the Authority’) is the publicly accountable body that oversees the policy and service delivery of Tyne and Wear Fire and Rescue Service (‘the Service’) on behalf of the community. The Service successfully leads the operational delivery of fire and rescue services such as public protection, fire and other emergency prevention, operational response and resilience. Our stations, staff and appliances are strategically placed across Tyne and Wear to ensure efficient and effective response to fires and other emergencies. Appliances work across station areas and can be mobilised whilst away from their home station. We also have robust arrangements with neighbouring services to enable additional support during major emergencies. Tyne and Wear Fire and Rescue Service (TWFRS) operates a Fire Cadet Program aimed at developing young people’s skills, confidence, and understanding of fire safety and community service. As part of this program, there is a requirement to suitably equip cadets with appropriate uniforms and personal protective equipment (PPE) to ensure safety and maintain professional standards during training and activities.

Tender Quality Score

This tender provides basic information but suffers from significant gaps in transparency and completeness, notably the undisclosed value, missing evaluation criteria, and lack of e-submission, which collectively impact fairness and clarity.

Score Breakdown

Legal Compliance60/100

The tender lacks a crucial reveal date, making it impossible to assess the reasonableness of the preparation period. The estimated value is classified, and explicit mandatory exclusion grounds are not stated in the summary. While 'Below threshold' procedures allow for more flexibility, these omissions are notable.

Missing reveal date
Estimated value classified
Clarity55/100

The description of the requirement is clear, and technical capabilities are understandable. However, the critical absence of specified evaluation criteria and explicit financial requirements significantly reduces the overall clarity for potential bidders.

No evaluation criteria specified
No specific financial requirements explicitly stated
Completeness60/100

While basic information, deadlines, and duration are present, the tender is incomplete due to the undisclosed estimated value, missing evaluation criteria, and the absence of explicit mandatory exclusion grounds and financial requirements in the provided summary. The 'Liable Person' field is also empty.

Estimated value not disclosed
No evaluation criteria specified
Fairness40/100

The classified estimated value and the complete absence of evaluation criteria severely undermine the fairness and transparency of the procurement process. The lack of e-submission also creates barriers to equal access. The 'UK supplier' requirement, while common for below-threshold tenders, limits competition.

Estimated value classified
No evaluation criteria specified
Practicality50/100

The absence of electronic submission is a significant practical drawback in modern procurement. While the contract start date and duration are clear, the lack of specific financing information beyond the undisclosed value reduces practicality for bidders.

No e-submission
Financing information not explicitly available
Data Consistency65/100

Dates are logical and consistent, and there are no disputes. However, several key fields are missing or not explicitly populated, such as the liable person, estimated value, reveal date, and detailed evaluation/exclusion/financial criteria, indicating inconsistencies in data provision.

Liable Person field is empty
Estimated value not disclosed
Sustainability20/100

The tender shows no explicit focus on green procurement, social aspects, or innovation. It is also not EU funded, which typically correlates with higher sustainability standards.

Not green procurement
No social criteria
