Tender Quality Score

This tender establishes a Dynamic Purchasing System for Capital Building Works Projects, demonstrating good procedural clarity and e-procurement support, but suffers from a lack of specific technical/financial requirements and evaluation criteria in the notice, alongside a classified estimated value.

Score Breakdown

Legal Compliance75/100

The tender correctly identifies itself as a Dynamic Purchasing System (DPS) under a restricted procedure, which is a valid procurement method. CPV codes are appropriate, and there are no reported disputes. However, the estimated value is classified, which, while sometimes permissible for DPS, reduces transparency. The 'missing reveal date' is a minor administrative detail for a follow-up notice.

Estimated value classified
Missing reveal date (for a follow-up notice)
Clarity65/100

The overall description of the DPS and its purpose is clear. However, the notice explicitly states that 'Specific criteria are not detailed in this notice' for technical capability and financial requirements, and evaluation criteria are entirely missing. This significantly hinders a bidder's ability to understand the precise standards for joining the DPS.

Specific technical capability criteria not detailed in notice
Specific financial requirements not detailed in notice
Completeness60/100

Basic information like title, organization, reference, and duration is present. However, the estimated value is not disclosed, and crucial details regarding specific technical, financial, and evaluation criteria for joining the DPS are absent from this notice. While a DPS notice might refer to full documentation, the provided content is incomplete in these key areas.

Estimated value not disclosed
Specific technical capability criteria missing
Fairness60/100

The tender supports e-procurement and offers a very long submission period for joining the DPS, promoting broad access. However, the classified estimated value and the absence of specific technical, financial, and evaluation criteria in the notice reduce transparency and make it challenging for all potential bidders to objectively assess the opportunity and prepare their submissions equally. The requirements, as stated, are generic (ESPD categories) and do not appear tailored.

Estimated value classified
No specific evaluation criteria for joining the DPS
Practicality65/100

The tender supports e-procurement, which enhances practicality for submission. The contract duration is clearly specified. However, the estimated value is classified, which can make business planning difficult for potential suppliers. A direct document URL is not provided in the snippet, though documents are stated as available.

Estimated value classified
Document URL not explicitly provided in snippet
Data Consistency85/100

The key fields are mostly populated, and dates are logical for a long-term DPS. There are no reported disputes or suspensions. Minor inconsistencies include 'Liable Person' being empty and 'Code: N/A' for procedure type, but these do not significantly impact the overall consistency.

Liable Person field empty
Type/Procedure codes are N/A
Sustainability30/100

The tender notice does not include any explicit mention of green procurement, social aspects, or innovation focus. This represents a missed opportunity to integrate sustainability considerations into significant capital building works projects.

No green procurement criteria
No social criteria

Strengths

Clear description of the DPS purpose
E-Procurement enabled
Long duration for joining the DPS (fair access)
Appropriate CPV and NUTS codes
No disputes or suspensions reported

Concerns

Estimated value is classified, reducing transparency
Specific technical and financial requirements for joining the DPS are not detailed in the notice
Evaluation criteria for joining the DPS are not specified in the notice
Lack of explicit sustainability, social, or innovation criteria
Only one document (contract notice) is explicitly mentioned/summarized

Recommendations

1. Disclose the estimated value range for the DPS to enhance transparency and allow bidders to better assess the opportunity.
2. Provide specific details on technical, financial, and evaluation criteria for joining the DPS within the tender documentation or link to the full DPS rules.
3. Integrate sustainability, social, and innovation considerations into future mini-competitions under this DPS.
