Tender Quality Score

This tender exhibits significant deficiencies in legal compliance, completeness, and fairness due to missing critical information such as evaluation criteria and eligibility requirements, alongside notable data inconsistencies.

Score Breakdown

Legal Compliance45/100

The tender lacks fundamental legal compliance elements, including specified evaluation criteria, mandatory exclusion grounds, and eligibility requirements. The absence of a reveal date also prevents assessment of the reasonableness of the submission period. The 'Over Sum Limit: No' for an 8.7M EUR tender raises questions about the appropriate procurement regime.

No evaluation criteria specified
No specific mandatory exclusion grounds provided
Clarity50/100

While the financial requirements for insurers are clearly articulated, the complete absence of evaluation criteria creates significant ambiguity for bidders, making it difficult to understand how their proposals will be judged.

No evaluation criteria specified
Completeness45/100

Several critical pieces of information are missing, including the liable person, tender reveal date, mandatory exclusion grounds, eligibility requirements, and evaluation criteria. The contract start date is also illogical, coinciding with the submission deadline.

Missing liable person
Missing tender reveal date
Fairness35/100

The lack of transparent and objective evaluation criteria is a major fairness concern, as it introduces subjectivity into the assessment process and hinders equal opportunity for all potential bidders.

No evaluation criteria specified
Practicality60/100

The tender supports electronic submission via a dedicated portal and provides direct URLs, which is practical. However, the contract start date being identical to the submission deadline is highly impractical and indicates an administrative error.

Contract start date is identical to submission deadline
Data Consistency50/100

There are significant data inconsistencies, notably the contract start date matching the submission deadline, the contradiction between 'Value Classified: Yes' and the explicitly disclosed estimated value, and the 'Over Sum Limit: No' for a substantial tender value.

Contradiction between 'Value Classified: Yes' and disclosed estimated value
Sustainability20/100

The tender does not include any explicit requirements or considerations related to green procurement, social aspects, or innovation, indicating a lack of focus on sustainability.
