Original Tender Description

Community navigation, also known as social prescribing, is an approach that uses 'link workers' or 'community navigators' to connect people to the wider community and its offer of activities, groups and services, to best meet their practical, social and emotional needs. Tameside Live Well Community Navigation Service is a new community-sited and community-delivered service to support the health and wellbeing of residents. Its delivery, recruitment, staff training, and allocation and investment of community funds would ideally be managed by an organisation working in and with a good knowledge of the community. To deliver the aims, vision and objectives set out in the phased 5-year model the council require the provider to have a robust approach to delivery of the service while also being able to fulfil the role of a system leader. This will involve working in close partnership with a range of local stakeholders to lead the work to improve outcomes in Tameside and work towards a more integrated, preventative, neighbourhood-based approach. Due to the nature of the service and the timescales for mobilisation, the preferred provider will ideally have proven experience of: • Good working knowledge of Tameside including the population, community assets, underserved groups, partner organisations, local services. • Good working knowledge of the third sector in Tameside, including challenges • Previous experience in managing community navigation or similar social prescribing services involving client casework, and the associated systems and pathways Tender will launch on the 27/01/2026 via www.the-chest.org.uk

Tender Quality Score

This tender for a Community Navigation Service presents a clear service description and robust technical requirements but suffers from critical omissions regarding evaluation criteria, mandatory exclusion grounds, and financial requirements, significantly impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately, and the timeline from launch to submission (28 days) is reasonable for an Open procedure. However, the absence of specified mandatory exclusion grounds is a notable legal oversight.

Missing mandatory exclusion grounds
Clarity65/100

While the service description and technical requirements are clearly articulated, the complete lack of specified evaluation criteria creates significant ambiguity for potential bidders regarding how their proposals will be assessed.

No evaluation criteria specified
Completeness55/100

The tender provides essential information such as title, organization, value, and duration. However, it is critically incomplete due to the absence of evaluation criteria, mandatory exclusion grounds, and financial requirements for bidders.

Missing evaluation criteria
Missing mandatory exclusion grounds
Fairness35/100

The tender's fairness is severely compromised by the complete lack of transparent evaluation criteria. Additionally, the strong emphasis on 'proven experience' and 'good working knowledge of Tameside' could be perceived as unduly restrictive, potentially limiting competition to local or highly established providers.

No evaluation criteria specified (impacts transparency and objectivity)
Requirements for local knowledge and experience may be tailored, limiting competition
Practicality75/100

The tender supports electronic submission via a specified portal and provides clear contract start and duration dates. While the estimated value is known, more detailed financing information for bidders is not explicitly provided.

Detailed financing information for bidders not explicitly available
Data Consistency80/100

Key dates are logical and consistent, and there are no reported disputes or suspensions. However, the absence of a liable person and the gaps in specified requirements (exclusion, financial) indicate minor inconsistencies in the overall data structure.

Liable Person field is empty
Gaps in specified requirements (exclusion, financial)
Sustainability65/100

The tender explicitly includes 'Social Criteria' and the service itself is inherently focused on social well-being, which is a strong positive. However, there is no explicit mention of green procurement or innovation focus.

Not green procurement
No innovation focus

Strengths

Clear service description and technical requirements
Explicit inclusion of social criteria
Electronic submission supported via dedicated portal
Reasonable submission timeline from tender launch
Value and duration clearly specified

Concerns

Absence of evaluation criteria (critical flaw)
Missing mandatory exclusion grounds
No specified financial requirements for bidders
Potentially restrictive local knowledge requirements that may limit competition
Lack of explicit green procurement or innovation focus

Recommendations

1. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Include standard mandatory exclusion grounds and specify financial requirements for bidders.
3. Review local knowledge requirements to ensure they are proportionate and do not unduly restrict competition.
