Tender Quality Score

This tender presents significant quality concerns, primarily due to the absence of evaluation criteria, lack of e-submission, and critical data inconsistencies, despite clear technical requirements.

Score Breakdown

Legal Compliance60/100

The tender defines a Restricted procedure and uses an appropriate CPV code. However, the absence of specified evaluation criteria and the explicit reservation to refine them raise significant legal transparency concerns. The lack of detailed mandatory exclusion grounds and a missing reveal date are also notable gaps.

No evaluation criteria specified
Right to refine award criteria
Clarity60/100

The description of the ECM platform and its technical requirements are clear and well-detailed. However, the complete absence of evaluation criteria is a major clarity deficiency, preventing bidders from understanding how their proposals will be assessed.

No evaluation criteria specified
Completeness65/100

Basic information, estimated value, and contract duration are provided, and requirements are detailed. However, the critical absence of evaluation criteria significantly impacts completeness. There is also a contradiction between 'Divided into Parts' and the intent to award a 'single contract'.

No evaluation criteria specified
Contradiction regarding contract parts ('Divided into Parts' vs 'single contract')
Fairness55/100

The estimated value is disclosed, and the PSQ and final submission deadlines appear reasonable for preparation. However, the lack of specified evaluation criteria, coupled with the reservation to refine them, severely undermines transparency and objectivity. The absence of e-submission also creates an unequal access barrier.

No evaluation criteria specified
Right to refine award criteria
Practicality40/100

The tender lacks support for electronic submission, which is a major practical drawback in modern procurement. Furthermore, the contract start date being identical to the submission deadline is a clear logical error, indicating a lack of practical process planning.

No e-submission
Contract start date identical to submission deadline
Data Consistency50/100

While most key fields are populated, the contract start date being identical to the submission deadline is a significant logical inconsistency. The contradiction between 'Divided into Parts' and 'single contract' also indicates data inconsistency.

Contract start date identical to submission deadline
Contradiction regarding contract parts
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. This indicates a complete absence of sustainability considerations.

No green procurement
No social criteria

Strengths

Clear technical requirements and scope definition
Estimated value and contract duration are clearly specified
CPV code is correctly assigned
Basic tender information (title, reference, organization) is present
Documents are available (at least one PDF)

Concerns

Absence of specified evaluation criteria and the right to refine them
Lack of electronic submission capability
Contract start date is erroneously set to the submission deadline
Contradiction regarding contract structure ('Divided into Parts' vs 'single contract')
Complete absence of sustainability, social, or innovation considerations

Recommendations

1. Immediately publish clear and objective evaluation criteria and remove the right to refine them post-publication to ensure transparency and fairness.
2. Correct the contract start date to reflect a realistic timeline post-award and clarify the contract structure (single contract vs. divided parts).
3. Implement electronic submission capabilities to enhance accessibility and efficiency for bidders and detail mandatory exclusion grounds.
