Tender Quality Score

This tender demonstrates good intent with a clear service description and strong social focus, but is significantly hampered by the critical absence of explicit evaluation criteria, impacting clarity, completeness, and fairness.

Score Breakdown

Legal Compliance75/100

The tender defines an Open procedure and assigns a relevant CPV code. The submission window from today's date is reasonable. However, the 'reveal date' is missing, and 'Type' and 'Procedure' codes are marked 'N/A', which are minor data quality issues. No disputes or suspensions are noted.

Missing reveal date
Type and Procedure codes marked N/A
Clarity60/100

The service description and AI-extracted technical requirements are clear and unambiguous. However, the critical absence of specified evaluation criteria significantly reduces the overall clarity for potential bidders, making it difficult to understand how proposals will be judged.

No evaluation criteria specified
Completeness65/100

Basic information, financial details, timeline, and classification are well-provided. Requirements are defined, but the crucial omission of evaluation criteria represents a significant gap in the tender documentation. Only a summary of one document is provided, limiting a full assessment of overall document completeness.

Missing evaluation criteria
Full content of all tender documents not available for comprehensive review
Fairness50/100

The tender discloses the estimated value, supports e-procurement, and the requirements appear generic rather than tailored. However, the complete absence of specified evaluation criteria severely compromises the objectivity and transparency of the process, raising significant fairness concerns for bidders.

No evaluation criteria specified, impacting objectivity and transparency
Practicality70/100

Electronic submission is clearly supported via a specified portal, and key dates (contract start, duration) and financial information are available. The direct URL for the full tender documents is not provided, requiring navigation through a portal, which is a minor practical inconvenience.

Direct URL to tender documents not provided (only portal link)
Data Consistency85/100

Most key fields are populated, and dates (submission, contract start, duration) are logical and consistent. There are no reported suspensions or disputes. Minor inconsistencies include an empty 'Liable Person' field and 'N/A' codes for Type and Procedure.
