Tender Quality Score

This tender demonstrates a strong commitment to social sustainability through its 'Supported Business' reservation, but suffers from a lack of detailed evaluation criteria and full tender document accessibility in the provided information.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and legal basis under The Public Contracts (Scotland) Regulations 2015, including the specific regulation for reserved contracts. CPV codes are appropriately assigned, and deadlines are reasonable. However, the 'Liable Person' is missing, and mandatory exclusion grounds are not explicitly stated, though implied by reference to regulations.

Missing 'Liable Person'
Mandatory exclusion grounds not explicitly stated
Clarity60/100

The description of services and eligibility criteria for 'Supported Businesses' is clear and unambiguous. However, a significant concern is the absence of explicit financial requirements and detailed evaluation criteria or scoring methodology within the provided tender information, which is crucial for bidders.

No explicit financial requirements stated
Detailed evaluation criteria/scoring methodology not provided
Completeness60/100

Basic information such as title, reference, organization, value, duration, and CPV code is present. However, the provided documents are primarily notices and OCDS records, not the full tender specifications, contract terms, or detailed 'Landscape Architects tender drawings'. Critical details like explicit financial requirements and detailed evaluation criteria are also missing.

Full tender documents (ITT, drawings) not provided/summarized in detail
No explicit financial requirements stated
Fairness60/100

The tender explicitly supports e-procurement and discloses the estimated value. While the reservation for 'Supported Businesses' is a legally permissible social policy, it significantly restricts the pool of eligible bidders, impacting broad competition. Furthermore, the lack of detailed evaluation criteria in the provided information reduces transparency and potential for objective assessment.

Legally compliant with specific national regulations for reserved contracts

Concerns

Lack of explicit financial requirements for bidders
