Tender Quality Score

This tender demonstrates good practical execution with clear e-tendering instructions but suffers from critical deficiencies in transparency, primarily due to the absence of evaluation criteria and a missing tender reveal date.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV codes appropriately. However, the absence of a tender reveal date is a significant transparency issue, and explicit mandatory exclusion grounds are not detailed in the provided information, which are standard legal requirements.

Missing tender reveal date
No explicit mandatory exclusion grounds mentioned in the provided information
Clarity50/100

The service description and specific requirements (eligibility, technical, financial, submission) are clearly articulated. However, the critical omission of evaluation criteria severely impacts the clarity, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Completeness55/100

Basic information, financial details, timeline, and classification are largely complete. However, the tender is incomplete without specified evaluation criteria and explicit mandatory exclusion grounds in the provided text. The 'Required: No' for the main PDF document is a minor metadata inconsistency.

Missing evaluation criteria
No explicit mandatory exclusion grounds mentioned in the provided information
Fairness45/100

The tender promotes fairness through full document access, disclosed value, and the use of an e-procurement system. Requirements appear generic. Nevertheless, the complete absence of evaluation criteria fundamentally undermines fairness, as bidders lack transparent rules for competition.

No evaluation criteria specified
Practicality85/100

The tender excels in practicality, providing clear instructions for the In-tend e-Tendering System, including a URL and support contact. The contract start date and duration are well-defined, and electronic submission is fully supported.

Data Consistency90/100

Key fields are consistently populated, including logical dates and consistent financial values (EUR/GBP). There are no reported disputes or suspensions. The explicit description of e-submission contradicts an automated check flag, but the description is clear.

Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. It is not EU funded, which often drives higher sustainability standards.

No green procurement aspects
No social criteria

Strengths

Clear description of services sought
Explicit and detailed instructions for e-tendering system use
Value disclosed and contract timeline clearly specified
Use of CPV and NUTS codes for classification
Electronic submission fully supported

Concerns

Critical absence of evaluation criteria
Missing tender reveal date impacting transparency
No explicit mandatory exclusion grounds in the provided information
Lack of sustainability (environmental, social, innovation) considerations

Recommendations

1. Clearly define and publish comprehensive evaluation criteria to ensure transparency and fairness for all bidders.
2. Provide the tender reveal date to meet legal compliance and enhance transparency.
3. Ensure mandatory exclusion grounds are explicitly stated and easily accessible within the tender documentation.
