Tender Quality Score

This tender provides a clear service description and good practical access, but suffers from significant gaps in transparency and completeness, notably the absence of explicit evaluation criteria and a discrepancy in the estimated value. Its quality is moderate, with substantial room for improvement in fairness and detail.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV code, and states compliance with the UK Procurement Act 2023. There are no reported disputes. However, the reveal date is missing, and mandatory exclusion grounds are not explicitly stated in the provided summary, which are minor disclosure gaps.

Missing reveal date
No mandatory exclusion grounds explicitly stated in the summary
Clarity55/100

The service description and the open framework agreement structure are clearly articulated. However, the absence of specified evaluation criteria and explicit financial requirements for bidders in the summary significantly reduces the clarity for potential suppliers.

No evaluation criteria specified
No specific financial requirements for bidders explicitly stated in the summary
Completeness60/100

Basic information such as title, organization, reference, deadlines, value, and duration are provided. Document access is also available. Nevertheless, the tender is incomplete due to the missing reveal date, the lack of explicit financial requirements, and critically, the absence of defined evaluation criteria.

Missing reveal date
No evaluation criteria specified
Fairness65/100

Full document access is provided via an e-procurement portal, and the estimated value is disclosed. Requirements appear generic and not tailored. However, the complete absence of evaluation criteria is a significant concern for fairness and transparency, as bidders cannot understand the basis for award decisions.

No evaluation criteria specified
Practicality85/100

Electronic submission is supported, and direct URLs to the eSourcing portal are provided. The contract start date and duration are clearly specified, enhancing practicality for bidders.

Data Consistency60/100

Most key fields are populated, and dates are logical. However, there is a notable inconsistency in the estimated value, with the basic information stating 9,600,000.00 EUR while the PDF summary mentions £8,000,000. Minor issues include an empty 'Liable Person' field and 'N/A' codes for procedure type.

Inconsistency in estimated value and currency (£8,000,000 vs 9,600,000.00 EUR)
Liable Person field is empty
Sustainability20/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation focus in its criteria. While the service itself has a social purpose, the procurement process lacks broader sustainability considerations for bidders.

Not green procurement
No social criteria

Strengths

Clear description of services and open framework agreement structure
Electronic submission and full document access via eSourcing portal
Estimated value, contract duration, and start date are clearly specified
Appropriate CPV code and no reported disputes or suspensions
Stated compliance with the UK Procurement Act 2023

Concerns

Absence of explicit evaluation criteria
Lack of specific financial requirements for bidders in the summary
Inconsistency in estimated value and currency (£8M vs 9.6M EUR)
Missing reveal date and explicit mandatory exclusion grounds in the summary
No integration of green, social, or innovation criteria

Recommendations

1. Publish comprehensive evaluation criteria and detailed financial requirements to ensure transparency and fairness for all bidders.
2. Clarify and reconcile the estimated value and currency discrepancy to avoid confusion and ensure data consistency.
3. Integrate explicit sustainability criteria (environmental, social, innovation) into future tenders to promote broader public value.
