Original Tender Description

The Council wishes to develop a Select Provider List for HM Coroner Removals, Transport and Storage. This opportunity is primarily for the removal and transport of the deceased from the place of death, within the boundaries of County Durham and Darlington, to one of the following nominated mortuaries: • Darlington Memorial Hospital • University Hospital of North Durham • Newcastle Freeman Hospital There may also be a requirement of body storage should the above mortuaries exceed capacity. Providers will be asked if they are able to offer storage (in line with paragraph 2.1 - Lot 3 of the specification) at the request of the Senior Coroner. Durham County Council is seeking multiple Providers who can deliver the service(s) specified and the Select Provider List has THREE Lots (each Lot is divided into sub-lots relating to geographical areas) as detailed below based on category required. Bidders can apply for one, two, or all three lots. The Select Provider List is an open agreement where, at any time, any Provider that meets the required standards in the Selection Questionnaire can bid. However, should the Council deem there be sufficient providers to meet need then the Select Provider List may be closed and re-opened as required. The Council has the discretion to open and close selected Lots and not all Lots should it choose to. However, at the discretion of the Council, the Select Provider List may remain closed should commissioners deem there be sufficient members to meet demand. The Council makes no guarantee to any Provider that they will be awarded any work under this Select Provider List and no guarantee is made in respect of any volume of work under any such agreement, or in aggregate under the contract. The Contract provides for no form of exclusivity and the Council is at all times entitled to enter into other contracts and agreements with other Providers for the provision of any of these Services. Each Provider should understand that their submission constitutes an acceptance to the Council of the terms of the Contract. The contract affords the Provider merely the opportunity to respond to an invitation from the Council for the provision of services.

Tender Quality Score

This tender for HM Coroner services is moderately structured with clear service descriptions and lot divisions, but suffers from significant gaps in transparency, particularly the absence of explicit evaluation criteria and full tender documentation.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes correctly. However, the missing reveal date and, more critically, the absence of specified evaluation criteria are significant compliance concerns regarding transparency and equal treatment under procurement regulations.

Missing reveal date
No evaluation criteria specified
Clarity60/100

The service description, geographical scope, and lot structure are clearly articulated. However, the lack of explicit evaluation criteria and the full content of the 'Selection Questionnaire' (which presumably contains detailed requirements) significantly reduce overall clarity for potential bidders.

No evaluation criteria specified
Full 'Selection Questionnaire' content not provided
Completeness65/100

Basic information such as title, organization, value, and deadlines are complete. However, the tender lacks explicit evaluation criteria and the full set of tender documents (e.g., the detailed specification and Selection Questionnaire) is not fully accessible in the provided information, impacting overall completeness.

Missing evaluation criteria
Full tender documents (Selection Questionnaire, detailed specification) not provided in analysis scope
Fairness55/100

The absence of explicit evaluation criteria is a major fairness concern, as bidders cannot objectively understand how their proposals will be assessed. The lack of e-submission also presents a barrier to equal access. While requirements do not appear tailored, these omissions significantly impact transparency and equal opportunity.

No evaluation criteria specified
No e-submission functionality
Practicality60/100

The contract start date and duration are clearly specified. However, the absence of electronic submission functionality and a direct document URL reduces the practicality and efficiency for bidders.

No e-submission functionality
Document URL not provided
Data Consistency80/100

The core data fields are largely consistent and logical, with dates aligning correctly. Minor gaps include the 'Liable Person' field being empty and 'Type (Code)'/'Procedure (Code)' being 'N/A', but these do not introduce contradictions.

'Liable Person' field empty
Missing reveal date
Sustainability20/100

The tender does not include any explicit green procurement, social, or innovation criteria. There is no indication of EU funding, which often drives higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear description of services and lot structure
Estimated value and contract duration clearly specified

Allows for multiple providers and application to specific lots
No indication of tailored requirements

Concerns

Absence of explicit evaluation criteria
Lack of full tender documentation (e.g., Selection Questionnaire)
No electronic submission functionality
Missing reveal date
Complete absence of sustainability considerations

Recommendations

1. Publish clear and objective evaluation criteria to ensure transparency and fairness.
2. Provide full access to all tender documents, including the Selection Questionnaire and detailed specification.
3. Implement e-submission functionality to enhance accessibility and efficiency for bidders.
