Tender Quality Score

This tender for a research study on rescue team training systems is well-structured with clear objectives and a strong focus on team qualifications. However, the high cost weighting in evaluation might not optimally prioritize research quality.

Score Breakdown

Legal Compliance100/100

The tender appears legally compliant, incorporating standard mandatory exclusion grounds and requiring the European Single Procurement Document (ESPD). Eligibility criteria are clearly defined and align with common procurement practices.

Clarity80/100

The tender description is clear and concise, outlining the research objectives effectively. Requirements are specific and generally easy to understand, supported by explanatory documents like 'Hankepass täiendatavate selgitustega'.

Completeness100/100

The tender documentation seems comprehensive, covering all necessary aspects from eligibility and technical capabilities to financial and submission requirements. The scope of the research is well-detailed.

Fairness100/100

The tender promotes fair competition through standard procedures, electronic submission, and clear requirements for joint bids. There are no apparent signs of tailoring requirements for a specific company.

Practicality80/100

The tender is practical, utilizing electronic submission and providing a reasonable contract duration of 14 months for a comprehensive research study. The requirements for detailed methodology and team CVs are practical for evaluating research proposals.

Data Consistency100/100

Information across the tender description, extracted requirements, and document summaries is consistent. The various requirements for the research team (CVs, diplomas) are reiterated, ensuring emphasis.

Sustainability0/100

The tender does not explicitly include green procurement, social criteria, or innovation focus. While these are generally good practices, their direct relevance to a specialized research study on rescue training systems might be limited.

Strengths

Clear and well-defined scope for the research project, outlining specific objectives.
Strong emphasis on the qualification and expertise of the research team through CV and diploma requirements.
Comprehensive set of submission and eligibility requirements, including the use of ESPD.
Electronic submission and supporting explanatory documents enhance accessibility and clarity.
Transparent estimated value and contract duration appropriate for the project's complexity.

Concerns

The high weighting of cost (50%) in the evaluation criteria for a specialized research project might not optimally prioritize the quality of methodology or innovative approaches.
Repetitive mention of CVs and diplomas across different requirement categories, which could be streamlined for better readability.
Lack of explicit criteria for sustainability, social aspects, or innovation, although their direct applicability to this specific research topic may be limited.

Recommendations

1. Consider adjusting the evaluation criteria weighting in future specialized research tenders to place a stronger emphasis on the quality of methodology and proposed research approach.
2. Ensure that the 'base documents' provide clear and detailed guidelines for the expected format and content of the research proposal, especially regarding methodology and team qualifications.
3. While not critical for this specific tender, explore opportunities to integrate broader sustainability or social impact considerations into future procurement processes where relevant.
