Tender Quality Score

This tender is well-documented and clear, but significant concerns regarding potentially tailored technical requirements and severely limited competition for the framework agreement impact its overall quality and fairness.

Score Breakdown

Legal Compliance90/100

The tender demonstrates strong legal compliance with reasonable deadlines, a clearly defined framework agreement procedure, appropriate CPV codes, and no detected disputes or suspensions. The use of ESPD and EU funding aligns with regulatory standards.

Clarity90/100

The tender's description is clear, and requirements are comprehensively documented across various specific documents, including detailed technical specifications and explicit evaluation criteria with methodology and weightings.

Completeness85/100

All essential information, including basic details, financial data, timeline, and classification, is provided. The tender includes 15 supporting documents, ensuring thorough definition of requirements and criteria. The unspecified exact region for location is a minor detail.

Fairness40/100

While document access, value disclosure, reasonable deadlines, and e-procurement are positive, the technical requirements demanding specific historical knowledge of the 'DDNXA structure, history, and key information for the AES Phase 1 project' raise significant concerns about potential tailoring. Furthermore, the 'Max Participants: 1' for a framework agreement 'WITHOUT_REOPENING_COMPETITION' severely limits competition over the 48-month duration.

Technical requirements appear tailored to an incumbent or a very limited pool of providers.
Framework agreement with 'Max Participants: 1' and 'WITHOUT_REOPENING_COMPETITION' severely limits competition.
Practicality75/100

Electronic submission is supported, and financing information is clear. The contract start date is marked as 'estimated,' introducing a minor element of uncertainty, but overall practicality is good.

Contract start date is 'estimated' rather than definitive.
Data Consistency95/100

The tender exhibits high data consistency with all key fields populated (minor N/A codes for Type/Procedure are negligible), no suspensions or disputes, and a logical, consistent timeline.

Sustainability55/100

The tender explicitly includes 'Green Procurement' characteristics, which is positive. However, it lacks explicit social criteria and a clear focus on innovation, despite being EU funded, which limits its overall sustainability score.

Lack of explicit social criteria.
No clear innovation focus.

Strengths

Comprehensive documentation with detailed technical specifications and evaluation methodology.
Clear and transparent evaluation criteria (30% hourly rate, 70% trial task).
Reasonable submission deadline and full electronic access.
Explicitly includes Green Procurement characteristics.
High data consistency and logical timeline.

Concerns

Technical requirements (understanding DDNXA structure, history, and key information for AES Phase 1 project) appear highly specific and potentially tailored to an incumbent or a very limited number of providers.
The framework agreement allows for a 'Max Participants: 1' and is 'WITHOUT_REOPENING_COMPETITION,' which severely limits future competition and choice for a 48-month contract.
Lack of explicit social criteria or innovation focus, despite being EU funded.
'Estimated' contract start date introduces minor uncertainty.

Recommendations

1. Review and revise technical capability requirements to ensure they are outcome-based and generic enough to allow broader competition, avoiding specific historical knowledge of internal systems unless absolutely critical and justified.
2. Reconsider the 'Max Participants: 1' and 'WITHOUT_REOPENING_COMPETITION' for a 48-month framework agreement, as this significantly restricts competition and may not achieve the best value over time.
3. Integrate explicit social and innovation criteria into the tender, especially given its EU funding, to align with broader sustainability goals.
