Tender Quality Score

This tender for a Youth & Community Funding Generator demonstrates good clarity in its service description and requirements, but is significantly hampered by the absence of evaluation criteria and lack of e-submission, impacting fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code appropriately, and there are no reported disputes. The 26-day submission period is reasonable for a below-threshold open competition. However, the missing reveal date and the lack of explicitly identified mandatory exclusion grounds in the summary are minor compliance concerns.

Missing reveal date
No specific mandatory exclusion grounds identified in summary
Clarity80/100

The description of services and AI-extracted requirements are very clear, detailed, and unambiguous, outlining precisely what is expected. A significant drawback, however, is the complete absence of specified evaluation criteria, which leaves bidders without clear guidance on how their proposals will be assessed.

Missing evaluation criteria
Completeness70/100

Most essential information such as title, organization, reference, value, duration, and location is provided. The requirements are also well-detailed. The primary deficiency is the lack of evaluation criteria, which is a critical component for a complete tender package. Only one document summary out of four is provided, suggesting potential further missing details.

Missing evaluation criteria
Limited document content summaries provided
Fairness65/100

The tender's estimated value is disclosed, and the requirements appear generic, not tailored to a specific company. However, the absence of transparent evaluation criteria severely compromises the fairness of the bidding process. Additionally, the lack of e-submission creates barriers to equal access and participation.

Missing evaluation criteria
No e-submission functionality
Practicality65/100

The contract start date and duration are clearly specified, which is practical for planning. Nevertheless, the absence of electronic submission is a significant practical impediment for bidders. A direct document URL is also not provided, potentially complicating access to full tender documents.

No e-submission functionality
Document URL not provided
Data Consistency90/100

The tender exhibits good data consistency, with most key fields populated and logical dates. There are no reported suspensions or disputes. Minor omissions include the 'Liable Person' field and 'N/A' codes for procedure types, but these do not significantly impact overall consistency.

'Liable Person' field empty
N/A codes for procedure type
Sustainability30/100

While the core service aims to support community groups, the tender documentation itself does not explicitly incorporate green procurement, broader social criteria for the bidder, or an innovation focus. This represents a missed opportunity to promote wider sustainability objectives.

No explicit green procurement criteria
No explicit social criteria for bidder

Strengths
