Tender Quality Score

This tender for an architectural idea competition is well-structured and highly transparent, providing clear requirements and a fair process for participants, though it lacks explicit sustainability considerations.

Score Breakdown

Legal Compliance85/100

The tender demonstrates good legal compliance, utilizing the national e-procurement register and referencing relevant national legislation (RHS § 49 lõike 6). The use of ESPD and reasonable submission deadlines further supports this. Mandatory exclusion grounds are likely covered by the ESPD, even if not explicitly detailed in the AI summaries.

Clarity90/100

The tender's description is exceptionally clear, outlining the competition's purpose, object, and desired outcomes. Requirements for eligibility, technical capability, and submission are well-documented and easily understandable. Evaluation criteria, though qualitative for an architectural competition, are clearly stated as being based on the competition task and basic documents.

Completeness80/100

The tender is largely complete, providing all essential information such as title, reference, organization, estimated value, and deadlines. Crucially, the location information is clearly specified in the description. While the NUTS code is missing and the duration of the subsequent design contract is not explicitly stated in the summary, a draft contract is provided, indicating comprehensive documentation.

Missing NUTS code.
Contract duration not explicitly stated in the main summary (though likely in the draft contract).
Fairness95/100

This tender exhibits high fairness. The estimated value is disclosed, ample time is provided for preparation, and the e-procurement system ensures equal access. Evaluation criteria are transparent and appropriate for an architectural competition, focusing on design quality. Requirements are generic and not tailored to any specific company.

Practicality75/100

The tender is practical, supporting electronic submission via the national e-procurement portal. File size limits and recommended upload speeds are provided for smooth submission. While a direct document URL isn't provided in the summary, the portal address is. The contract start date and duration are not explicitly in the summary, but a draft contract is available.

Contract start date not explicitly stated in the summary.
Contract duration not explicitly stated in the summary.
Data Consistency90/100

Data consistency is high, with key fields populated and logical dates. There are no detected disputes or suspensions. The 'Value Classified: Yes' alongside a disclosed estimated value is a minor ambiguity but not a contradiction.

NUTS code is missing.
Sustainability30/100

The tender does not explicitly incorporate green procurement, social aspects, or innovation focus in its description or requirements. There is no indication of EU funding, which often drives higher sustainability standards.

No explicit green procurement criteria.
No explicit social criteria.

Strengths

Clear project description and objectives.
Comprehensive e-procurement support and transparent process.
Ample time provided for submission and preparation.
All necessary tender documents, including a draft contract, are provided.
Evaluation criteria are clearly defined for an architectural competition.

Concerns

Absence of explicit sustainability, social, or innovation criteria.
NUTS code is missing from the classification.
The duration of the subsequent design contract is not explicitly detailed in the main summary.

Recommendations

1. Integrate sustainability and social responsibility criteria into the design brief to promote broader public value.
2. Ensure all geographical codes (e.g., NUTS) are consistently provided for better data completeness.
3. Explicitly state the estimated duration of the subsequent design contract in the main tender summary for full transparency.
