Tender Quality Score

This tender for gravel road maintenance in Lääne County is well-structured with clear administrative requirements and a transparent price-based evaluation. However, the stated 'Green Procurement' characteristic lacks specific integration into the requirements or evaluation criteria.

Score Breakdown

Legal Compliance100/100

The tender appears legally compliant, utilizing standard EU procurement practices such as ESPD and clearly outlining mandatory exclusion and eligibility grounds. Subcontractor control conditions are also specified, which is a good practice.

Clarity80/100

The tender provides clear administrative instructions, explains the distinction between contract duration and work period, and categorizes requirements effectively. References to specific document sections (e.g., HD III, HD IV) indicate a structured approach.

Completeness100/100

Basic tender information, financial details, timeline, and a comprehensive list of requirements (exclusion, eligibility, technical, financial, submission) are provided. The mention of 11 documents suggests a thorough tender package.

Fairness100/100

The sole evaluation criterion of lowest price is transparent and generally fair, though it may not always secure the best value. Requirements for subcontractor integrity contribute to a fair process. No evidence of tailoring to a specific company is apparent from the provided information.

Practicality60/100

The tender leverages electronic submission and standard procurement documents (ESPD), enhancing practicality for bidders. The defined work period and contract duration are reasonable for the scope of work.

Data Consistency100/100

The apparent discrepancy between contract duration and work period is clearly explained, ensuring internal consistency. However, the 'Green Procurement' characteristic is not consistently reflected in the evaluation criteria or specific requirements.

Sustainability25/100

While 'Green Procurement' is listed as a characteristic, the provided requirements and evaluation criteria do not include any specific environmental or sustainability aspects. The 100% price-based evaluation does not incentivize sustainable practices.

Lack of specific green procurement requirements or evaluation criteria despite being flagged as 'Green Procurement'.

Strengths

Clear explanation of contract duration versus actual work period.
Emphasis on subcontractor integrity through exclusion grounds.
Utilization of standard EU procurement tools (ESPD, electronic submission).
Transparent, albeit price-focused, evaluation criterion.
Requirement for detailed cost list (HD IV) promotes financial transparency.

Concerns

The 'Green Procurement' characteristic is not supported by specific requirements or evaluation criteria, potentially making it a superficial label.
Sole reliance on the lowest price as the evaluation criterion may not ensure optimal quality or long-term value for maintenance works.
Lack of explicit quality or environmental criteria in the evaluation, despite the nature of the works and the 'Green Procurement' flag.

Recommendations

1. Integrate concrete 'Green Procurement' requirements and corresponding evaluation criteria to genuinely implement the stated characteristic.
2. Consider a multi-criteria evaluation that balances price with quality, technical merit, or environmental performance for better value for money.
3. Ensure that the technical specifications (HD III) clearly define expected quality standards for the maintenance works.
