Tender Quality Score

This tender provides a clear scope of work and transparent evaluation criteria, but is significantly hampered by a critical contradiction regarding bidder restrictions based on country of residence and an incorrect CPV code, raising serious legal and fairness concerns.

Score Breakdown

Legal Compliance50/100

The tender exhibits significant legal compliance issues, including an incorrect CPV code (5867, which is not an 8-digit standard) and a vague procedure type ("MS"). Critically, there is a direct contradiction between the AI-extracted requirement stating "Bidders must not be restricted based on their country of residence or location" and Document 6's summary indicating it "specifically restricting bidders based on their country of residence or location." This contradiction creates substantial legal uncertainty and potential non-compliance with EU procurement principles, especially for an EU-funded project.

Incorrect CPV code format
Vague procedure type (MS)
Clarity75/100

The tender's description of the scope of work, technical requirements, and evaluation criteria (100% price-based) is clear and unambiguous. Performance conditions are well-defined by reference to the draft contract. The AI-extracted requirements are comprehensive and well-categorized. The only notable clarity issue stems from the severe contradiction in legal requirements.

Contradiction in legal requirements creates ambiguity
Completeness90/100

The tender is largely complete, providing all essential basic information, financial details, timeline, classification, and procurement characteristics. All listed documents are attached with summaries, and requirements and criteria are extensively defined. A minor omission is the lack of an explicit contract start date, though the duration is specified.

Lack of explicit contract start date
Fairness55/100

The tender promotes fairness through disclosed value, reasonable deadlines, objective price-based evaluation, and support for e-procurement. Requirements appear generic and not tailored. However, the critical contradiction regarding country-based restrictions (AI-extracted requirement vs. Document 6 summary) poses a significant risk to the principle of non-discrimination and equal treatment, severely impacting the overall fairness assessment.

Critical contradiction regarding country-based restrictions
Practicality80/100

The tender supports electronic submission and clearly specifies the contract duration and financing conditions (EU-funded, no advance payments). The mandatory site visit with pre-registration is a practical measure for a construction project. Minor practical improvements could include an explicit document URL and a defined contract start date.

No explicit document URL provided
No explicit contract start date
Data Consistency50/100

While key fields are populated and dates are logical, the tender suffers from significant data inconsistencies. The most critical is the direct contradiction between the AI-extracted requirement and Document 6's summary regarding country-based bidder restrictions. Additionally, the CPV code provided is not in the standard 8-digit format.

Critical contradiction regarding country-based restrictions
Incorrect CPV code format
Sustainability50/100

The project is identified as EU-funded, which often implies higher sustainability standards. However, the automated checks explicitly state that the tender is "Not green procurement," has "No social criteria," and "No innovation focus." This indicates a missed opportunity to integrate specific sustainability objectives.

Lack of specific green procurement criteria
No social criteria

Strengths

Clear description of the scope of work
Transparent and objective evaluation criteria (100% price)
Support for electronic submission and e-procurement
Comprehensive set of tender documents with summaries
EU-funded project

Concerns

Critical contradiction regarding country-based bidder restrictions
Incorrect CPV code format
Vague procedure type ("MS")
Lack of specific green, social, or innovation criteria
Absence of an explicit contract start date

Recommendations

1. Immediately clarify and resolve the contradiction regarding country-based bidder restrictions to ensure legal compliance and fairness.
2. Correct the CPV code to an 8-digit standard code.
3. Consider integrating specific green, social, or innovation criteria, especially for an EU-funded project.
