Tender Quality Score

This tender for education and social support services demonstrates good basic compliance and data consistency, but suffers from significant gaps in clarity and completeness, particularly regarding evaluation criteria and detailed requirements. Sustainability aspects are largely absent from the tender documentation.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. Mandatory exclusion grounds are referenced, indicating compliance with regulations. However, the reveal date is missing, which is a minor disclosure gap.

Missing reveal date
Clarity50/100

The tender description is generally understandable, but the critical absence of specified evaluation criteria and comprehensive requirements makes it highly unclear for potential bidders. Only mandatory exclusion grounds are explicitly listed.

Missing evaluation criteria
Lack of comprehensive requirements
Completeness60/100

While basic information, financial details, and timeline are provided, the tender is significantly incomplete due to the absence of detailed requirements and, most critically, evaluation criteria. Only a summary of one of four documents is provided.

Missing evaluation criteria
Lack of detailed requirements
Fairness65/100

The tender discloses the estimated value and indicates document availability. However, the lack of transparent and objective evaluation criteria is a major fairness concern, as it introduces subjectivity into the selection process. The contradiction regarding e-submission also creates ambiguity.

Missing evaluation criteria
Ambiguity regarding e-submission
Practicality65/100

The contract start date and duration are clearly specified. However, the lack of a clear e-submission mechanism (despite 'E-Procurement' being listed) and the absence of a direct document URL reduce the practicality for bidders.

Unclear e-submission mechanism
No direct document URL provided
Data Consistency80/100

Most key fields are populated, and dates are logical. There are no reported disputes or suspensions. Minor inconsistencies include an empty 'Liable Person' field and 'N/A' codes for procedure type, as well as the contradiction between 'E-Procurement' characteristic and 'No e-submission' issue.

Empty 'Liable Person' field
'N/A' codes for procedure type
Sustainability30/100

The tender documentation does not explicitly include criteria for green procurement, social aspects (beyond the service's inherent nature), or innovation focus. It is also not EU funded, which often correlates with higher sustainability standards.

No explicit green procurement criteria
No explicit social criteria

Strengths
