Original Tender Description

Ty Fesen is a two storey building in the centre of Caerphilly (very close to both the train & bus stations). There are 13 almost fully self-contained units within the scheme, i.e. 10 units with two bedrooms and 3 bedsits. Within the scheme there are several communal rooms, such as, Laundry rooms, kitchens/dining rooms and a playroom. There is office space on both the ground and first floor. Ty Fesen provides short term accommodation to households that present themselves as homeless to the Local Authority. Households include couples with children, single parent families, couples and single female/males. Residents will stay at Ty Fesen on a temporary basis for a period of approximately 3 months and are then moved on into alternative and suitable accommodation. The other Emergency Accommodation sites could consist of Hotels/ Bed and Breakfast or Larger HMO style units of accommodation. These sites are likely to differ in occupancy sizes and would have a range of facilities some of which could include shared communal spaces/ bathroom etc. They are likely to accommodate families or single person / couple households. The Council requires a security company, with additional concierge duties, to protect the welfare, safety and security of the premises, staff and residents of Ty Fesen and at other required sites. Caerphilly County Borough Council’s Housing Services is seeking to construct a contract to procure the Provision of Security at Ty Fesen and other sites that are used as part of their Emergency Temporary Accommodation portfolio from potential suppliers in the Marketplace. Full service requirements will be defined and issued in the tender pack following supplier engagement.

Tender Quality Score

This tender notice is in a 'planning' stage, providing good initial context but lacking critical details such as full tender documents, evaluation criteria, and the specific procurement procedure type. While the description is clear, the overall incompleteness and lack of transparency for key aspects significantly reduce its quality as a formal tender.

Score Breakdown

Legal Compliance75/100

The tender is in a 'planning' status, which explains some omissions. However, the absence of a defined procedure type is a notable legal gap. Mandatory exclusion grounds and financial requirements are deferred to a future tender pack.

Missing procedure type
Mandatory exclusion grounds and financial requirements not yet detailed
Clarity65/100

The description of the service and sites is clear. However, full service requirements, evaluation criteria, mandatory exclusion grounds, and financial requirements are explicitly stated as not yet defined, significantly impacting overall clarity for bidders.

Full service requirements not yet defined
Evaluation criteria missing
Completeness50/100

Basic information, timeline, and classification are present. However, the most critical elements of a tender, including actual tender documents, full service requirements, and evaluation criteria, are explicitly missing and deferred.

No actual tender documents available
Full service requirements missing
Fairness40/100

The lack of full document access and missing evaluation criteria are significant fairness concerns, preventing bidders from fully understanding the scope and assessment process. The absence of e-submission also limits equal access.

No full document access
Evaluation criteria missing
Practicality55/100

The absence of e-submission is a practical drawback. More importantly, with no actual tender documents available, bidders cannot practically prepare a submission at this stage, despite knowing key dates.

No e-submission support
No actual tender documents available for preparation
Data Consistency70/100

While many fields are populated, the explicit 'None' for Type and Procedure, and the deferral of other key requirements, indicate inconsistencies in the completeness of the data for a formal tender. However, no direct contradictions exist.

'Type' and 'Procedure' fields are 'None'
Key requirements deferred
Sustainability20/100

The tender does not include any explicit green, social, or innovation criteria. This represents a missed opportunity, especially given the social nature of the service provided to vulnerable individuals.

No green procurement criteria
No social criteria

Strengths

Clear description of service need and sites
CPV code correctly assigned
Estimated value and duration clearly specified
No disputes or suspensions
Requirements are generic and not tailored

Concerns

Absence of full tender documents and detailed requirements
Missing evaluation criteria
Undefined procurement procedure type
Lack of e-submission support
No sustainability or social criteria

Recommendations

1. Publish the full tender pack with all detailed requirements and evaluation criteria promptly.
2. Clearly define the procurement procedure type.
3. Implement e-submission for broader and more efficient participation.
