Tender Quality Score

This tender outlines an Any Qualified Provider (AQP) framework for NHS Continuing Healthcare Services but suffers from a critical lack of detailed documentation, specific requirements, and evaluation criteria, severely impacting transparency and fairness.

Score Breakdown

Legal Compliance100/100

The absence of specific mandatory exclusion grounds and detailed financial requirements raises concerns regarding adherence to public procurement principles and risk management for healthcare services. The AQP/DPS model itself is legally sound.

No specific mandatory exclusion grounds mentioned.
Lack of specific financial requirements (e.g., insurance levels) for healthcare services.
Clarity40/100

While the AQP framework concept is clearly described, the actual requirements for providers are excessively vague, and the complete absence of tender documents makes it impossible to understand the full scope and expectations.

Vague eligibility and technical requirements.
Absence of tender documents.
Completeness83/100

The tender information provided is critically incomplete, lacking essential documents, detailed specifications, and evaluation criteria necessary for potential bidders to prepare a compliant and competitive submission.

No tender documents attached.
Missing evaluation criteria.
Fairness80/100

The open procedure and AQP/DPS model generally promote competition. However, the absence of detailed requirements and clear evaluation criteria creates a significant risk of arbitrary decision-making and undermines equal treatment among potential providers.

Missing evaluation criteria.
Vague requirements leading to potential subjectivity.
Practicality40/100

The AQP/DPS model is practical for ongoing service provision. However, the severe lack of detailed information and tender documents makes it highly impractical for bidders to formulate a meaningful and compliant response.

Inability for bidders to prepare a comprehensive submission due to missing documents and vague requirements.
Data Consistency100/100

The limited information provided is internally consistent, particularly regarding the 'zero value, zero volume' contract aligning with the AQP/DPS framework.

Sustainability0/100

No information or criteria related to environmental, social, or economic sustainability have been included in the provided tender summary.

No sustainability criteria mentioned.

Strengths

Utilizes an Open procedure and Any Qualified Provider (AQP) framework, promoting broad competition and continuous entry.
Clear description of the AQP/DPS procurement model.
Long contract duration (36 months) offers potential stability for qualified providers.

Concerns

Critical absence of tender documents, making it impossible to assess full requirements.
Missing explicit evaluation criteria, compromising transparency and fairness.
Vague and high-level eligibility and technical requirements.
Lack of specific mandatory exclusion grounds and detailed financial requirements (e.g., insurance) for healthcare services.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications and terms.
2. Clearly define and publish explicit evaluation criteria and the methodology for assessing applications.
3. Specify detailed eligibility, technical, and financial requirements, including mandatory exclusion grounds and minimum insurance levels.
