Tender Quality Score

This tender for a Dynamic Purchasing System for residential and nursing care demonstrates a strong commitment to sustainability and innovation but suffers from significant gaps in clarity and completeness, particularly regarding evaluation criteria and detailed requirements.

Score Breakdown

Legal Compliance70/100

The tender defines the procedure type and CPV codes correctly, and there are no reported disputes. However, the absence of a clear reveal date and detailed mandatory exclusion/financial grounds in the provided summary indicates potential gaps in standard legal disclosures.

Missing reveal date
Lack of detailed mandatory exclusion grounds
Clarity45/100

While the overall description and AI-extracted technical requirements are clear, the critical absence of specified evaluation criteria is a major deficiency. This significantly hinders potential bidders' understanding of how their applications will be assessed.

No evaluation criteria specified
Lack of detailed mandatory exclusion grounds
Completeness50/100

Basic information like title, reference, organization, value, and duration are present. However, the tender is incomplete due to the lack of specified evaluation criteria, detailed mandatory exclusion grounds, and specific financial requirements. Only one document summary is provided, suggesting further critical documentation might be missing from this overview.

No evaluation criteria specified
No detailed mandatory exclusion grounds
Fairness55/100

The tender benefits from a very long submission deadline for joining the DPS and generic, non-tailored requirements, promoting broad participation. However, the complete absence of evaluation criteria severely undermines transparency and fairness, making it difficult for bidders to prepare competitive applications. The contradiction regarding e-submission also raises minor fairness concerns.

No evaluation criteria specified
Contradiction on e-submission
Practicality60/100

The tender lists "E-Procurement" as a characteristic, but automated checks indicate "No e-submission," creating ambiguity. The lack of a direct document URL also presents a practical hurdle for interested parties to access full tender details efficiently.

Ambiguity regarding e-submission
No direct document URL
Data Consistency65/100

Most key fields are populated, and dates are logical for a DPS. The primary inconsistency lies in the contradiction between "E-Procurement" being a characteristic and the automated check stating "No e-submission." Minor inconsistencies include an empty 'Liable Person' field and 'N/A' codes for procedure type.

Contradiction regarding e-submission
Missing 'Liable Person'
Sustainability90/100

The tender explicitly integrates strong sustainability aspects, including a focus on reducing environmental impact, adding social value, and promoting innovation through technology-enabled living and integrated care.
