Tender Quality Score

This tender for a Dynamic Approved Provider List (DAPL) for healthcare services exhibits significant deficiencies in transparency and completeness, particularly regarding evaluation criteria and detailed requirements for admission.

Score Breakdown

Legal Compliance60/100

The tender lacks specific mandatory exclusion grounds, technical, and financial requirements in the provided information, which are fundamental for an open procedure or DAPL admission. The missing reveal date also impacts transparency.

Missing reveal date
No specific mandatory exclusion grounds provided
Clarity55/100

While the description of the services and lots is clear, the absence of specified evaluation criteria and detailed technical/financial requirements significantly reduces clarity for potential applicants on how to qualify and what standards are expected.

No evaluation criteria specified
No specific technical capability requirements detailed
Completeness60/100

The tender is incomplete due to the undisclosed estimated value and, more critically, the absence of detailed technical, financial, and evaluation criteria for DAPL admission. The provided document summary is also very brief.

Estimated value not disclosed
No evaluation criteria specified
Fairness45/100

The most significant fairness concern is the complete absence of evaluation criteria, which makes the admission process opaque and potentially subjective. The classified value also reduces overall transparency for bidders.

No evaluation criteria specified
Value not disclosed
Practicality65/100

Electronic submission is indicated, which is practical, and the contract duration is clear. However, the lack of an explicit document URL in the summary, the classified value, and a contradiction regarding e-submission slightly reduce practicality.

Contradiction regarding e-submission (E-Procurement characteristic vs. 'No e-submission' issue)
Document URL not explicitly provided in summary
Data Consistency70/100

A notable inconsistency exists between the 'E-Procurement' characteristic and the 'No e-submission' issue flagged by automated checks. The 'Liable Person' field is also empty.

Contradiction between 'E-Procurement' characteristic and 'No e-submission' issue
Liable Person field is empty
Sustainability20/100

The tender does not include any explicit green procurement, social, or innovation criteria, indicating a lack of focus on sustainability aspects.

No green procurement
No social criteria

Strengths

Clear description of services and lots
Procedure type and CPV code are correctly assigned
E-Procurement is indicated (if functional)
Contract duration is clearly specified
No disputes or suspensions reported

Concerns

Absence of evaluation criteria for DAPL admission
Lack of specific mandatory exclusion, technical, and financial requirements
Estimated value is not disclosed, reducing transparency
Missing reveal date for the tender notice
Inconsistency regarding e-submission functionality

Recommendations

1. Publish clear and objective evaluation criteria for DAPL admission to ensure fairness and transparency.
2. Provide detailed mandatory exclusion grounds, technical, and financial requirements for applicants.
3. Disclose the estimated value or provide a clear methodology for value assessment, and ensure all tender documents are easily accessible via a direct URL.
