Tender Quality Score

This tender for a Pseudo Dynamic Purchasing System (Ps DPS) has a clear service description and supports e-procurement, but suffers from significant transparency issues due to undisclosed value, missing evaluation criteria, and absent mandatory exclusion grounds.

Score Breakdown

Legal Compliance60/100

The absence of explicitly stated mandatory exclusion grounds and evaluation criteria, alongside the classified estimated value, represents significant legal compliance shortcomings regarding transparency and fair competition principles. The procedure type and CPV are correctly identified, and the application window is reasonable.

Missing explicit mandatory exclusion grounds
Estimated value classified
Clarity55/100

While the service description and eligibility requirements are clear, the complete lack of specified evaluation criteria and explicit mandatory exclusion/financial grounds creates substantial ambiguity for potential applicants. Technical requirements refer to an external specification, which is standard.

No evaluation criteria specified
Missing explicit mandatory exclusion grounds
Completeness50/100

Basic tender information, deadlines, and duration are provided. However, the tender is incomplete in critical areas due to the undisclosed estimated value, missing evaluation criteria, and the absence of explicit mandatory exclusion and financial requirements.

Estimated value not disclosed
Missing evaluation criteria
Fairness45/100

The classified estimated value and the complete absence of evaluation criteria severely undermine the fairness and transparency of this procurement process. While requirements appear generic and e-procurement is enabled, these omissions create an uneven playing field.

Estimated value not disclosed
No evaluation criteria specified
Practicality70/100

The tender supports e-procurement, and the contract duration and the start date of the Ps DPS are specified, which aids practicality. The lack of detailed financing information beyond the classified value is a minor drawback.

No specific financing information (beyond classified value)
Data Consistency75/100

Most key fields are populated, and there are no disputes or suspensions. The 'Contract Start' date, while initially appearing inconsistent with the submission deadline, is logical within the context of a Pseudo Dynamic Purchasing System's validity period.

Interpretation needed for 'Contract Start' date in Ps DPS context
Sustainability20/100

The tender does not explicitly incorporate any green, social, or innovation-focused procurement criteria, nor is it EU-funded, indicating a lack of emphasis on broader sustainability objectives.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear description of services and target applicants
Utilizes a Pseudo Dynamic Purchasing System (Ps DPS) for ongoing access
E-Procurement is supported, enhancing accessibility
CPV code is appropriate, and NUTS code is provided
Ample time for application submission

Concerns

Estimated value is classified, reducing transparency
No evaluation criteria are specified, hindering fairness
Mandatory exclusion grounds are not explicitly stated
No specific financial requirements are explicitly stated
Lack of explicit sustainability, green, or innovation criteria

Recommendations

1. Disclose the estimated value to enhance transparency and allow bidders to assess opportunity scale.
2. Clearly define and publish all evaluation criteria to ensure fairness and allow applicants to prepare competitive bids.
3. Explicitly state all mandatory exclusion grounds and financial requirements in the tender documentation.
