Original Tender Description

Devon County Council (DCC) intends to establish an Open Framework for commissioning the delivery of high-quality skills provision services. The Framework will support the delivery of programmes funded through the Adult Skills Fund (ASF), Free Courses for Jobs (FCFJ), Skills Bootcamps, and other future skills initiatives aligned with local and national workforce needs. The Framework will be divided into Lots based on the different programme types. The purpose of the Framework is to enable flexible and responsive skills provision that supports adults to develop the skills needed for sustainable employment and career progression, while also meeting employer demand and contributing to economic growth. DCC may initiate Call-Offs from both Lot 1 - ASF and FCFJ and Lot 2 Skills Bootcamps for Wave 7 Skills Bootcamp following the appointment of Providers to the Framework. DCC anticipates holding a Tender Launch Event via Microsoft Teams, shortly after the Invitation to Tender(ITT) is published. Details and access instructions will be included in the ITT documentation once published. This notice is not a call for competition. Its purpose is solely to inform the market of the upcoming opportunity. The publication of this notice does not signify the commencement of any procurement process and does not constitute any commitment by the Authority to undertake any procurement exercise. Full and final details regarding this opportunity will be provided in the Tender Notice and ITT once published.

Tender Quality Score

This document serves as a preliminary market engagement notice for an upcoming skills provision framework. While it clearly outlines the intent and scope, it lacks all specific tender requirements and documentation, making it incomplete as a full tender opportunity.

Score Breakdown

Legal Compliance85/100

As a pre-information notice with a 'planning' status, this document is legally compliant in its purpose to inform the market. The procedure type (Open) and CPV codes are clearly defined and appropriate. There are no reported disputes or suspensions.

Clarity60/100

The overall intent, purpose, and scope of the framework are clearly described. However, all specific requirements (eligibility, technical, financial, submission) and evaluation criteria are explicitly deferred to the forthcoming ITT, making the actual tender opportunity unclear for detailed preparation.

Specific requirements and evaluation criteria are not detailed.
Completeness30/100

Basic information such as title, organization, reference, estimated value, and duration is present. However, the complete absence of specific tender documents, detailed requirements, and evaluation criteria renders this document highly incomplete as a full tender package.

No tender documents are attached or available.
Specific requirements and evaluation criteria are entirely missing.
Fairness50/100

The estimated value is disclosed, and the notice itself serves as a fair means of broad market engagement. However, the lack of specified evaluation criteria and the flagged absence of electronic submission for the future tender raise concerns regarding transparency and equal access for potential bidders.

Evaluation criteria are not specified.
No electronic submission support flagged.
Practicality40/100

While the notice serves a practical purpose for market awareness and announcing a launch event, it is highly impractical for tender response. Key elements like accessible tender documents and electronic submission are missing, hindering a bidder's ability to prepare.

No tender documents are available.
No electronic submission support flagged.
Data Consistency60/100

Most key fields are populated, and dates are logically consistent. However, there are minor missing codes (e.g., for 'Type' and 'Procedure') and a direct contradiction between 'Estimated Value: 120,000,000.00 EUR' and 'Value Classified: Yes'.

Contradiction between disclosed estimated value and 'Value Classified: Yes'.
Missing codes for 'Type' and 'Procedure'.
Sustainability65/100

The tender's focus on skills provision for employment and career progression inherently includes strong social aspects. However, there is no explicit mention of green procurement criteria or a focus on innovation, which are increasingly important sustainability considerations.

No explicit green procurement criteria.
No explicit innovation focus.

Strengths

Clear statement of intent and scope for the framework.
Estimated value and duration are provided early.
Proactive market engagement through a launch event announcement.
Strong social focus inherent in the skills provision service.

Concerns

Complete absence of specific tender requirements and evaluation criteria.
No tender documents are currently available.
Flagged lack of electronic submission support for the future tender.
Inconsistency regarding value classification.
Limited information on green procurement or innovation aspects.

Recommendations

1. Ensure all specific requirements, evaluation criteria, and tender documents are comprehensive and clearly published in the forthcoming ITT.
2. Implement electronic submission for enhanced accessibility and fairness in the actual tender process.
3. Clarify the estimated value classification to avoid ambiguity.
