Original Tender Description

The Development Bank of Wales Group (DBW) is undertaking a key strategic project aimed at driving operational efficiencies, enhancing data accuracy and improving scalability throughout the customer journey. As part of this initiative, we are seeking a collaborative partner to deliver an integrated solution that streamlines our customer due diligence and credit risk assessment processes using commercial and consumer credit bureau data; eliminating manual data entry and enabling intelligent and responsible lending decisions. DBW currently operates two separate systems; one focused on identity and address verification, PEPs, Sanctions, adverse media, law enforcement and consumer monitoring, the other a credit referencing solution, providing reports on companies, consumers, directors, international business, consumer watchlist and company monitoring. This dual system approach presents an opportunity for consolidation of services. The DBW Group currently utilises a web-based service for its credit referencing solution. This is used by all companies within the DBW Group. The identity and address solution is used by DBW Investments and Green Homes Wales; this is a web-based application for sending IDV links and reviewing the outputs. Please refer to the Invitation to Tender for the full specification. Please note the contract value is an estimate

Tender Quality Score

This tender presents a clear and innovative project, but suffers from significant deficiencies in evaluation criteria and e-submission, impacting transparency and fairness. While technical requirements are detailed, critical information for bidders is missing.

Score Breakdown

Legal Compliance75/100

The absence of a tender reveal date makes it impossible to verify compliance with minimum publication period requirements. Furthermore, the lack of specified evaluation criteria is a significant legal compliance issue, hindering transparency and fair competition.

Missing tender reveal date
No evaluation criteria specified
Clarity80/100

The project description and AI-extracted technical requirements are clear and detailed, outlining the scope and desired functionalities. However, the complete absence of evaluation criteria severely diminishes the clarity for bidders on how their proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information, financial details, and timeline are well-provided. Technical requirements are detailed. However, the critical absence of evaluation criteria and ambiguity regarding the full Invitation to Tender (ITT) document's accessibility are notable gaps.

No evaluation criteria specified
Ambiguity regarding the availability of the full Invitation to Tender (ITT) document
Fairness60/100

The lack of specified evaluation criteria is a major fairness concern, as it prevents objective and transparent assessment of bids. The absence of e-submission also creates an unnecessary barrier to equal access. While requirements are detailed, they do not appear overtly tailored to a specific company.

No evaluation criteria specified
No e-submission
Practicality65/100

The tender lacks support for electronic submission, which is a significant practical drawback in modern procurement. A direct URL for accessing tender documents is also not explicitly provided, potentially complicating access for interested parties.

No e-submission
No direct document URL provided
Data Consistency90/100

The data provided is largely consistent and logical, with key dates and financial information aligning. Minor inconsistencies include an empty 'Liable Person' field and 'N/A' codes for the procedure type, but these do not significantly impact overall data integrity.

'Liable Person' field is empty
'Type' and 'Procedure' codes are N/A
Sustainability50/100

The tender explicitly highlights an 'Innovation Focus,' which is a positive aspect. However, it completely lacks any explicit criteria or considerations for green procurement or social aspects, indicating a missed opportunity for broader sustainability integration.
