Tender Quality Score

This tender for a Dynamic Purchasing System (DPS) exhibits significant deficiencies in legal compliance, clarity, completeness, and fairness due to procedural contradictions, missing critical requirements, and a past contract start date. While basic information is present, the lack of essential details severely impacts transparency and equal treatment.

Score Breakdown

Legal Compliance40/100

The tender presents a significant legal contradiction by stating 'Restricted procedure' while describing a 'Dynamic Purchasing System (DPS)', which is an open procedure. Furthermore, mandatory exclusion grounds, eligibility requirements, and financial requirements are explicitly stated as missing. The CPV code may be too narrow for the described scope, and the contract start date being in the past is a serious legal and administrative flaw.

Contradiction between 'Restricted procedure' and 'Dynamic Purchasing System (DPS)'
Missing mandatory exclusion grounds
Clarity30/100

The overall project description is understandable, but the core requirements for bidders are extremely vague or entirely absent. The contradiction between 'Restricted procedure' and 'DPS' creates significant confusion. Crucially, evaluation criteria are not specified, making it impossible for potential suppliers to understand how their submissions will be judged.

Contradiction between 'Restricted procedure' and 'DPS'
No evaluation criteria specified
Completeness30/100

While basic administrative information (title, reference, organization, value, duration) is present, the tender is critically incomplete regarding essential requirements for bidders. Mandatory exclusion grounds, eligibility requirements, financial requirements, and evaluation criteria are all explicitly stated as missing. The 'Official PDF Version' being marked 'Required: No' is also unusual for a primary document.

Missing mandatory exclusion grounds
Missing eligibility requirements
Fairness25/100

The absence of specified evaluation criteria is a major impediment to fairness and transparency, as bidders cannot understand the basis for award. The missing eligibility and financial requirements further compound this issue. The contradiction between 'Restricted procedure' and 'DPS' creates ambiguity regarding access and participation, potentially disadvantaging suppliers.

No evaluation criteria specified
Missing eligibility requirements
Practicality50/100

E-Procurement is indicated, and the contract duration is clear. However, a document URL is not provided, which is a practical hurdle for accessing full tender details. Most critically, the contract start date (2023-08-01) is in the past relative to today's date (2026-01-18), making the tender's timeline highly impractical and confusing for potential bidders.

Contract start date is in the past (2023-08-01)
Document URL not explicitly provided
Data Consistency40/100

The most significant inconsistency is the contract start date (2023-08-01) being in the past, preceding both today's date (2026-01-18) and the submission deadline (2028-08-01). This is a critical data error. The contradiction between 'Restricted procedure' and 'Dynamic Purchasing System (DPS)' also represents a procedural inconsistency. The 'Liable Person' field is empty.

Contract start date (2023-08-01) is in the past
Contradiction between 'Restricted procedure' and 'Dynamic Purchasing System (DPS)'
Sustainability20/100

The tender description and characteristics do not include any explicit mention of green procurement, social aspects, or innovation focus. It is also noted as not being EU funded, which often correlates with higher sustainability standards.

No green procurement criteria
No social criteria

Strengths

Clear overall description of the LDC Stores function and purpose of the DPS
Estimated value and contract duration are clearly specified
E-Procurement is indicated as a characteristic
Tender is divided into parts, potentially allowing for broader participation

Concerns

Major contradiction between 'Restricted procedure' and 'Dynamic Purchasing System (DPS)'
Critical absence of evaluation criteria, eligibility, financial, and mandatory exclusion requirements
Contract start date is in the past, indicating a significant data error
Vague technical capability requirements lacking specific metrics
Lack of any sustainability, social, or innovation considerations

Recommendations

1. Rectify the procedural contradiction by clearly defining if this is a Restricted procedure or a DPS, and update all related documentation accordingly.
2. Immediately publish comprehensive evaluation criteria, mandatory exclusion grounds, eligibility, and financial requirements to ensure transparency and fairness.
3. Correct the contract start date to reflect a logical timeline post-award of the DPS.
