Original Tender Description

The London Borough of Havering receives a funding allocation through the Local Implementation Plan from Transport for London (or internally through other Council processes), which aim to deliver the Mayor of London’s Transport Strategy. The Borough allocates some of this funding for the provision of free cycle training to children and adults that either live, study, or work, in Havering. The Council seeks the services of a Bikeability accredited provider to deliver Cycle Training services for Adults and Children who live, work, or study, in the borough. The contract will commence on 1st July 2026 for a maximum period of 33 months, to terminate on 31st March 2029 or until the maximum funding of £600,000 is exhausted, whichever is earliest. Please Note: Funding to deliver the requirements detailed in the specification may increase significantly in the financial years covered under the contract if additional in-year funding is provided by external funders (such as Transport for London).

Tender Quality Score

This tender for cycle training services presents a clear description of the required service and key contractual terms. However, it suffers from significant deficiencies in completeness and fairness due to the absence of detailed tender documents and specified evaluation criteria, which are critical for potential bidders.

Score Breakdown

Legal Compliance75/100

The procedure type is clear, and no disputes are noted. However, the CPV code is incorrect for the service, and the lack of detailed requirements and evaluation criteria in the provided summary, coupled with no document content, suggests potential compliance issues with transparency and equal treatment under procurement regulations.

Incorrect CPV code (Bicycles instead of Training Services)
Lack of detailed requirements and evaluation criteria in summary (implying full documents are missing or incomplete)
Clarity60/100

The service description and funding structure are clear. However, the full requirements and, critically, the evaluation criteria are not specified, making it difficult for bidders to understand expectations. The absence of document content exacerbates this.

Missing detailed requirements beyond basic technical capabilities
No evaluation criteria specified
Completeness40/100

Basic tender information is present, including deadlines, value, and duration. However, the fundamental issue is the absence of content for the listed tender documents, which renders the tender incomplete for any serious bidder. Key requirements and criteria are also not fully defined.

No content available for the listed tender documents
Requirements (eligibility, financial, mandatory exclusion) and evaluation criteria not fully defined
Fairness50/100

The lack of full document access and the explicit absence of specified evaluation criteria are major fairness concerns, as they prevent bidders from understanding the basis of assessment. The lack of e-submission also limits equal access.

No full document access (no content for documents)
No evaluation criteria specified
Practicality65/100

Key practical details like contract start date, duration, and financing are clear. However, the absence of electronic submission and a direct document URL are practical drawbacks for potential bidders.

No electronic submission supported
No document URL provided
Data Consistency70/100

Most key fields are populated, and dates/values are logical. However, the CPV code is inconsistent with the service being procured, and some minor fields (Liable Person, Type/Procedure codes) are empty.

Inconsistent CPV code (Bicycles for Cycle Training Services)
Minor empty fields (Liable Person, Type/Procedure codes)
Sustainability40/100

While the service itself (cycle training) contributes to social well-being and sustainable transport, the tender documentation does not explicitly incorporate green, social, or innovation criteria for the procurement process or supplier performance.

No explicit green procurement criteria
No explicit social criteria for suppliers

Strengths

Clear description of the service and funding structure
Key contractual dates and duration are well-defined
Value of the contract is disclosed and not classified
Procedure type (Open) is clearly stated

Concerns

Absence of content for the listed tender documents
Lack of specified evaluation criteria
Incorrect CPV code (Bicycles instead of Training Services)
No electronic submission option or document URL provided
Limited detail on mandatory exclusion, eligibility, and financial requirements

Recommendations

1. Immediately publish all detailed tender documents, including full requirements and evaluation criteria.
2. Correct the CPV code to accurately reflect 'Cycle Training Services'.
3. Consider enabling electronic submission for improved accessibility and efficiency.
