Tender Quality Score

This tender exhibits significant deficiencies in legal compliance, clarity, completeness, and fairness, primarily due to contradictory procedural information, missing mandatory exclusion grounds, and a critical absence of evaluation criteria. While basic information is present, fundamental inconsistencies and documentation gaps pose substantial risks to the procurement process.

Score Breakdown

Legal Compliance40/100

The tender suffers from a significant contradiction in procedure type, stating both 'Restricted' and 'DPS/Open Framework', which are fundamentally different. The absence of specified mandatory exclusion grounds and evaluation criteria also raises serious concerns about compliance with transparency and equal treatment principles.

Contradictory procedure type ('Restricted' vs. 'DPS/Open Framework')
Missing mandatory exclusion grounds
Clarity45/100

While the program description and AI-extracted requirements are clear, the overall clarity is severely hampered by the explicit lack of evaluation criteria. The contradiction between 'Restricted' procedure and 'DPS/Open Framework' also introduces significant ambiguity for potential bidders.

Missing evaluation criteria
Contradictory procedure type
Completeness40/100

Key information such as basic details, value, and duration are present. However, the tender is incomplete due to the explicit absence of evaluation criteria and mandatory exclusion grounds. Furthermore, the fact that only one document is provided, and it's marked 'Required: No', suggests a significant lack of comprehensive tender documentation.

Missing evaluation criteria
Missing mandatory exclusion grounds
Fairness35/100

The absence of specified evaluation criteria is a critical flaw that severely undermines the objectivity and transparency of the procurement process, making it difficult for bidders to understand how their proposals will be judged. The contradiction regarding e-procurement and the limited document access also raise fairness concerns.

Missing evaluation criteria (critical for transparency)
Ambiguity regarding e-submission
Practicality60/100

The tender specifies a contract duration and estimated value. However, the lack of a clear contract start date and the contradiction regarding e-submission (E-Procurement characteristic vs. 'No e-submission' flag) reduce its practicality. The absence of a direct document URL is also a minor detractor.

No clear contract start date
Contradiction regarding e-submission
Data Consistency30/100

The tender exhibits significant data inconsistencies, primarily the contradiction between 'Restricted' procedure and 'DPS/Open Framework,' and the direct conflict between 'E-Procurement' characteristic and the 'No e-submission' flag. The discrepancy in the number of total documents versus documents with content also points to data quality issues.

Contradictory procedure type
Contradiction regarding e-submission
Sustainability35/100

The tender does not explicitly incorporate green procurement, social criteria beyond the inherent nature of the health program, or innovation focus. It is also not EU funded. While the program itself has social benefits, the tender documentation does not require bidders to demonstrate additional sustainability efforts.

No explicit green procurement criteria
No explicit social criteria for bidders

Strengths

Concerns
