Original Tender Description

The University of Salford seeks proposals to supply and install additional PV generation to one of its buildings. The Northern Engineering Robotics Innovation Centre (NERIC) was constructed in 2022 for the University of Salford, the first building on its new Innovation Campus on Frederick Road, M6 6AP. At the time it was fitted out with 15 kWp onto its higher flat roof. The roof was originally designed to accommodate more panels, but these were reduced in a value engineering exercise. 2.0 Goods and Services to be provided The University seeks to double the amount by adding another 15 kWp bringing the total to 30kWp on the existing higher, gravel ballasted flat roof, easily visible from google satellite, while still maintaining access to service plant and the PV system. We can provide hourly data for 2025 for import, generation and export and would want a model worked up using this data as a basis but on double the existing building consumption (c55,000 kWh/yr to 110,000kWh/yr) as we are expecting this to rise very shortly. Modelling should show generation, import, export, costs saved over 20-year period as a minimum, carbon saved using current grid carbon intensity, payback periods etc including inverter replacement at year 10. Work on a current electricity import price of 28p/kWh and a grid (import) carbon intensity of 177g CO2e/kWh and an export price of 5.6p/kWh Can you please provide us with a proposal and quote to include. • A cost/carbon/payback model based on the above parameters. • A rough breakdown of costs in your quote rather than a single figure. • Provide the data sheets for the proposed panels, non-penetrating fixing system and inverters. • The combined panel/fixing weight as kg/m2 as installed on the roof. • State the panel and inverter warranty. If it doesn't already have it, the inverter should have a minimum 10-year warranty. • The generation meter provided or utilising the existing one will need to be linked to our BMS system. • How and where you intend to lift the panels and fixings onto the roof. • Provide a separate option for battery storage, it's price and impact on export. • You would be expected to carry out all the liaison for approvals with the DNO. • Comply with the University's standard T&Cs for this type of electrical work. • Two references with contact details for similar systems you have installed.

Tender Quality Score

This tender provides a clear technical description for a sustainable project but is critically flawed by the absence of tender documents and evaluation criteria, severely impacting its completeness, fairness, and legal compliance.

Score Breakdown

Legal Compliance60/100

The tender correctly defines the procedure type and CPV codes. However, the complete lack of accessible tender documents and the absence of evaluation criteria are significant compliance failures. The contradictory information regarding value classification also raises concerns.

No evaluation criteria specified.
No document content available for the 5 listed documents.
Clarity70/100

The technical description of the required PV system, including specific kWp, roof type, and detailed modeling parameters, is very clear and unambiguous. However, the complete absence of evaluation criteria significantly reduces overall clarity for potential bidders.

No evaluation criteria specified.
Completeness40/100

While basic information, deadlines, value, and location are provided, the tender is critically incomplete due to the complete absence of content for the listed tender documents. This prevents bidders from accessing essential information required to prepare a compliant proposal.

No document content available for the 5 listed documents.
No evaluation criteria specified.
Fairness45/100

The tender exhibits significant fairness issues due to the complete lack of access to tender documents and the absence of evaluation criteria. These omissions create an uneven playing field and prevent transparent assessment. The lack of e-submission also limits equal access.

No document content available.
No evaluation criteria specified.
Practicality50/100

Key practical details like contract start date, duration, and estimated value are present. However, the absence of electronic submission and, more critically, the lack of accessible tender documents make it highly impractical for bidders to participate effectively.

No document content available.
No e-submission.
Data Consistency70/100

Most key fields are populated, and dates are logically ordered. However, the contradiction between the stated estimated value and the 'Value Classified: Yes' flag represents a significant data inconsistency. The missing reveal date also prevents a full consistency check.

Contradictory information regarding value classification.
Missing reveal date.
Sustainability75/100

The tender is inherently green procurement, focusing on renewable energy generation and explicitly requesting carbon savings modeling. While it lacks explicit social criteria or a strong innovation focus beyond the core project, its primary objective aligns well with environmental sustainability.

No explicit social criteria.
No explicit innovation focus beyond the core project.

Strengths

Clear and detailed technical description of the required PV system and modeling parameters.
Strong focus on environmental sustainability through renewable energy and carbon savings.
All basic tender information (title, organization, reference, deadlines, value, location) is provided.
CPV code is appropriately assigned.
The request for a battery storage option demonstrates forward-thinking.

Concerns

Complete absence of content for the listed tender documents, making it impossible for bidders to prepare a compliant proposal.
No evaluation criteria specified, leading to a lack of transparency and fairness in the assessment process.
Lack of electronic submission, potentially limiting bidder access and efficiency.
Contradictory information regarding the classification of the estimated value.
Missing reveal date, which impacts the full assessment of deadline reasonableness.

Recommendations

1. Immediately publish all tender documents with full content to ensure transparency and allow bidders to prepare proposals.
2. Clearly define and publish the evaluation criteria, including weighting, to ensure fairness and clarity for all potential suppliers.
3. Clarify the estimated value and resolve the contradiction regarding its classification.
