Tender Quality Score

This tender outlines a crucial social service procurement with a clear scope and multi-lot structure, but the provided information is significantly incomplete, lacking key details such as full service specifications, evaluation criteria, and explicit financial requirements.

Score Breakdown

Legal Compliance100/100

The tender follows an Open procedure, which is legally sound. The contract duration is substantial but not inherently non-compliant. However, the absence of explicitly stated mandatory exclusion grounds in the provided summary is a gap.

Mandatory exclusion grounds not explicitly stated in the provided information.
Clarity60/100

The service description and multi-lot structure are clearly articulated. However, the statement that 'Full details of the requirements will be provided in the Service Specification upon publication of the tender documents' indicates that the current information is not fully clear or detailed.

Full service requirements not detailed in the initial tender information, pending Service Specification publication.
Completeness100/100

The provided tender information is notably incomplete. Critical elements such as detailed service specifications, explicit evaluation criteria, and financial requirements are missing, making a comprehensive assessment challenging for potential bidders.

Missing explicit evaluation criteria
Missing detailed service specifications
Fairness80/100

The multi-lot structure and allowance for bidding on multiple lots promote fair competition. Eligibility requirements (Care Inspectorate registration, counselling qualifications) appear reasonable for the service type. However, the absence of evaluation criteria makes it impossible to assess the fairness of the award process.

Absence of explicit evaluation criteria hinders assessment of award fairness.
Practicality40/100

The multi-lot approach is practical for addressing diverse needs and encouraging specialized providers. The long contract duration offers stability. Clear performance expectations (95% service delivery) are practical for service management.

Data Consistency100/100

There is a significant inconsistency in the currency used for the estimated total value (EUR) versus the annual lot values (GBP). The numerical values are almost identical, strongly suggesting a potential currency mislabeling or error, which could lead to confusion.

Inconsistency between estimated total value (EUR) and annual lot values (GBP) where numerical values are nearly identical, indicating a potential currency error.
Sustainability0/100

While the service itself addresses a critical social need, the tender documentation, as provided, does not explicitly incorporate broader social, environmental (green procurement), or innovation criteria, which are increasingly important in modern public procurement.

Lack of explicit social, environmental, or innovation criteria in the tender documentation.

Strengths

Clear and comprehensive service description and scope.
Multi-lot structure promoting competition and specialization.
Long contract duration (6 years) providing stability for providers.
Clear performance expectation (95% minimum service delivery levels).
Open procedure, encouraging broad participation.

Concerns

Absence of explicit evaluation criteria, hindering transparency and bidder preparation.
Significant incompleteness of requirements in the initial tender information, pending a separate Service Specification.
Missing explicit financial requirements for bidders.
Currency inconsistency between the estimated total value (EUR) and annual lot values (GBP), suggesting a potential error.
Lack of explicit social, environmental, or innovation criteria in the tender documentation.

Recommendations

1. Ensure the prompt publication of comprehensive Service Specifications, including detailed requirements, evaluation criteria, and financial requirements.
2. Clarify and correct the currency discrepancy for the estimated total contract value.
3. Consider integrating explicit social, environmental, and innovation criteria into the tender documents to align with best practices in sustainable procurement.
