Tender Quality Score

This tender provides a clear description of services and key timelines but suffers from significant omissions regarding evaluation criteria and detailed selection requirements, impacting fairness and completeness. It also lacks any explicit sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of a tender reveal date prevents a full assessment of the reasonableness of the submission period, which is a transparency concern. Mandatory exclusion grounds are not explicitly detailed in the notice, deferring to full documents.

Missing tender reveal date
Mandatory exclusion grounds not explicitly detailed in notice
Clarity60/100

The service description and contract type are clear. Eligibility and technical requirements are understandable at a high level. A significant deficiency is the complete absence of specified evaluation criteria, making it difficult for bidders to understand how their proposals will be assessed.

No evaluation criteria specified
Specific KPIs not detailed in notice
Completeness65/100

Basic information, financial value, timelines, and location are well-provided. However, the notice is incomplete regarding detailed mandatory exclusion grounds, financial requirements, and critically, evaluation criteria, which are essential for a comprehensive tender package.

Missing detailed evaluation criteria
Detailed mandatory exclusion grounds and financial requirements deferred to full documents
Fairness55/100

The tender appears generic and not tailored, and value is disclosed. Access to full documents via an eTendering system suggests equal access. However, the complete lack of specified evaluation criteria is a major fairness concern, as it undermines transparency and objectivity in the selection process. The missing reveal date also introduces uncertainty regarding adequate preparation time.

No evaluation criteria specified
Missing tender reveal date impacting assessment of preparation time
Practicality70/100

The tender specifies a clear contract start date and duration. The reference to an eTendering system implies electronic submission and document access, enhancing practicality. A direct URL for the eTendering system would further improve ease of access.

Data Consistency85/100

Key fields are largely populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor unpopulated fields (e.g., Liable Person) and N/A codes for procedure type are present but do not significantly impact overall consistency.
