Tender Quality Score

This is a pre-procurement market awareness notice, providing an initial overview of a significant opportunity for electronic evidence presentation services. While it offers valuable preliminary information, it lacks crucial details typically found in a full tender, such as complete documentation and evaluation criteria.

Score Breakdown

Legal Compliance100/100

As a market awareness notice, it serves its purpose of informing the market. However, for the eventual call for competition, comprehensive legal documentation, including full mandatory exclusion grounds and detailed eligibility criteria, will be essential to ensure compliance with procurement regulations.

No specific mandatory exclusion grounds detailed (as noted in the extract)
No full legal documents provided (expected for a full tender, but not for this notice)
Clarity40/100

The description of services for both Lot One (Court Equipment) and Lot Two (Presentation Packages) is generally clear, outlining the scope and required capabilities. The division into geographical zones for Lot One is also clearly defined.

Typographical error in 'Potemtial zones' (should be 'Potential zones')
Description for Lot Two ends abruptly, indicating incompleteness
Completeness83/100

As a market awareness notice, it provides a good initial overview. However, it explicitly states 'No documents attached, No document content available,' and 'Missing evaluation criteria.' This significantly impacts completeness for a full tender. The description for Lot Two is incomplete.

No tender documents provided
Missing evaluation criteria
Fairness60/100

The restriction that 'no single tenderer may hold the primary role (i.e., first-ranked position) in more than one zone' for Lot One is a positive measure to encourage competition and prevent market dominance by a single large provider across all regions. This promotes participation from a wider range of suppliers, including potentially smaller or regional ones.

Practicality40/100

The historical trend information, despite the 'partially corrupted' data, offers some practical guidance for potential bidders to understand the typical demand for various equipment types. The requirement for technician support (installation, training, onsite) is practical for the nature of the service.

The 'partially corrupted' data for existing spend and utilisation might make accurate projections challenging for tenderers, potentially leading to less precise bids.
Data Consistency100/100

The notice explicitly states that 'Existing spend and utilisation data for Court Equipment services is partially corrupted, meaning that accurate projections for specific equipment types and zone level spend data cannot be detailed.' This is a transparent admission of data limitations, but it inherently means there's an inconsistency or lack of granular data.

Explicit mention of 'partially corrupted' historical spend and utilisation data, limiting precision for bidders.
Sustainability25/100

The provided information does not include any specific requirements or considerations related to environmental, social, or governance (ESG) aspects. The automated check also flagged 'Not green procurement' and 'No social criteria.'

Absence of green procurement or social criteria.

Strengths

Clear market awareness notice for a significant opportunity.
Transparent disclosure of estimated value and contract duration.
Strategic division of Lot One into geographical zones with a restriction on primary roles to foster competition.
Provision of historical trend data, even with limitations, to aid bidder preparation.
Clear outline of required technical capabilities for both lots.

Concerns

Lack of complete tender documentation and evaluation criteria, which are critical for bid preparation.
Incomplete description for Lot Two, ending abruptly and with a vague requirement ('Technician support for supply').
'Partially corrupted' historical spend data may hinder accurate financial projections by bidders.
Absence of sustainability (green/social) criteria.
Typographical error ('Potemtial') in zone description.

Recommendations

1. Ensure all tender documents, including full specifications, terms and conditions, and detailed evaluation criteria, are published with the official call for competition.
2. Complete and clarify the description for Lot Two, addressing the abrupt ending and vague requirements, to provide a comprehensive understanding of its scope.
3. Address the data corruption issue if possible, or provide clearer guidance on how bidders should approach financial projections given the data limitations.
