Original Tender Description

As per the planned procurement notice (https://www.find-tender.service.gov.uk/Notice/076241-2025) released on 23 November 2025. The London Legacy Development Corporation (LLDC) intends to establish a new Engineering & Associated Services Framework to support the continued stewardship, regeneration and development of Queen Elizabeth Olympic Park (QEOP) and associated LLDC-managed assets. This multi-lot framework will provide access to professional engineering, technical advisory, and specialist survey services required to maintain, enhance and future-proof critical infrastructure across the estate. The framework will enable LLDC and eligible GLA Group bodies to commission services ranging from civil, structural, highways, mechanical and electrical engineering, through to topographical, utilities, ground investigations and condition-based surveys. The procurement will be structured to deliver a flexible and efficient route to market, allowing the Authority to draw down technical support for planned works, reactive needs and project-specific requirements. The framework will replace the existing DCRCS arrangement and will establish a refreshed, competitive supplier pool with the capability to deliver high-quality, safe, and sustainable engineering outcomes. Tender Quality Score

This tender provides a clear description of required services and utilizes a multi-lot framework, but it suffers from critical omissions regarding evaluation criteria and an illogical contract start date, impacting fairness and practicality.

Score Breakdown

Legal Compliance75/100

The tender appears to follow appropriate UK procurement procedures, with a relevant CPV code and a reasonable lead time for submission. However, the summary lacks specific details on mandatory exclusion grounds, directing bidders to external documents.

Summary lacks specific mandatory exclusion grounds.
Clarity60/100

The project description and service requirements are clear and well-articulated. A significant drawback is the explicit absence of evaluation criteria in the provided information, which is crucial for bidders to understand how their proposals will be assessed.

No evaluation criteria specified.
Lack of specific financial requirements and exclusion grounds in the summary.
Completeness65/100

Basic information like title, organization, value, and duration is present. However, the provided summary is incomplete regarding critical details such as evaluation criteria, full financial requirements, and mandatory exclusion grounds. The main tender documents are linked externally rather than being directly provided.

Missing evaluation criteria, financial requirements, and mandatory exclusion grounds in the summary.
Main tender documents are linked externally, not directly provided.
Fairness60/100

The tender promotes fairness through value disclosure, e-procurement, and a multi-lot structure with a 'one lot per supplier' limit. However, the absence of specified evaluation criteria significantly undermines transparency and fairness, as bidders cannot adequately prepare or understand the basis of award.

No evaluation criteria specified.
Practicality65/100

Electronic submission via a dedicated portal and clear document URLs enhance practicality. The major practical flaw is the stated contract start date being identical to the submission deadline, which is unrealistic and indicates an error in the tender's timeline.

Contract start date is the same as the submission deadline, making it impractical.
Data Consistency50/100

While most key fields are populated, there are significant inconsistencies. The contract start date is identical to the submission deadline, which is illogical. There are also minor discrepancies in the submission deadline time and the estimated value between different parts of the provided information.

Contract start date is illogical.
Minor inconsistencies in submission deadline time and estimated value.
Sustainability50/100

The tender description mentions a commitment to 'sustainable engineering outcomes,' which is a positive indication. However, the provided summary does not detail specific green, social, or innovation criteria, suggesting that sustainability aspects are not yet fully integrated or explicitly weighted in the evaluation.

Lack of specific, detailed green, social, or innovation criteria.

Strengths

Clear description of required services and project scope.
Utilizes a multi-lot framework, promoting broader participation.
E-procurement enabled with clear links to the portal.
Value disclosed and not classified.

Concerns

Absence of specified evaluation criteria.
Illogical contract start date (same as submission deadline).
Lack of specific financial requirements and mandatory exclusion grounds in the summary.
Limited detail on sustainability, social, or innovation criteria.

Recommendations

1. Ensure all critical evaluation criteria, financial requirements, and exclusion grounds are clearly stated in the tender documentation.
2. Correct the contract start date to reflect a realistic timeline post-award.
3. Integrate specific and measurable sustainability, social, and innovation criteria into the tender requirements and evaluation.
