Original Tender Description

DESNZ is seeking to procure a contractor to provide climate services focusing on the integration of mitigation and adaptation to build resilience and de-risk the delivery of net zero and the Clean Power Mission. This will build on the successful CS-N0W programme, though with a new research scope.  It will include research on:  Metrics and thresholds to measure and monitor UK climate resilience . Assessing the climate resilience of UK mitigation policies and pathways, and levers and barriers to implementing resilience measures.  Cascading hazards and system linkages (with a focus on the UK built environment) . Modelling global mitigation and business-as-usual pathways to better understand the benefits, costs, and risks of action to reduce warming to 1.5°C or below after exceeding it as well as the impacts that are avoided and the consequences of inaction. The programme will take a whole-system approach to climate resilience and energy security, considering cross-sectoral and cross-border climate impacts on the energy and net zero system. A knowledge integration work package will provide agile policy support.  The programme will require expertise in assessing climate risk through a mixed-method and multi-disciplinary approach, across climate science, built environment and energy adaptation, economics and social science. Methods could include evidence syntheses and literature reviews, data analysis and scenario development, knowledge integration and dissemination. DESNZ anticipates a consortium of suppliers will be needed to cover the breadth of expertise required.   Outputs are likely to include reports, on-call advice and briefings, seminars and teach-ins, workshops, and scientific support. The research will be co-designed with policy focal points to inform specific policy areas and will have built-in flexibility to respond to emerging policy needs.

Tender Quality Score

This tender presents a well-defined and highly relevant research scope with a strong sustainability focus, but is significantly hampered by missing critical information such as evaluation criteria and the lack of e-submission.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and assigns a relevant CPV code. However, the absence of a reveal date makes it impossible to assess the reasonableness of the period between publication and submission, and the lack of specified evaluation criteria is a notable compliance gap.

Missing tender reveal date
No evaluation criteria specified
Clarity80/100

The description of the required climate services, research scope, and technical capabilities is exceptionally clear and detailed. However, the complete absence of evaluation criteria significantly detracts from the overall clarity of the procurement process for potential bidders.

No evaluation criteria specified
Completeness70/100

Basic information, estimated value, duration, and location are well-provided. Technical and eligibility requirements are also comprehensive. Nevertheless, the tender lacks explicit evaluation criteria and detailed financial requirements (e.g., turnover thresholds), which are crucial for a complete tender package.

No evaluation criteria specified
Financial requirements (e.g., turnover) not explicitly stated
Fairness65/100

The tender's value is disclosed, and requirements, while specific, do not appear tailored to a single company, encouraging consortiums. However, the absence of evaluation criteria and the lack of e-submission significantly undermine transparency and equal access for all potential bidders.

No evaluation criteria specified
No e-submission
Practicality65/100

The contract start date and duration are clearly specified. However, the absence of electronic submission capabilities is a major practical drawback in modern procurement, potentially increasing administrative burden for bidders.

No e-submission
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are consistently populated and logical. There are no reported disputes or suspensions. Minor gaps include the missing 'Liable Person' and 'N/A' codes for procedure type.

Liable Person missing
Type/Procedure codes N/A
