Original Tender Description

The City of Bradford Metropolitan District Council Council, as Lead Commissioner on behalf of itself and the NHS Bradford District and Craven Clinical Commissioning Group, is seeking to establish a Provider List of Residential and Nursing Homes to provide care and support services. The Council wishes to replace its current Integrated Residential and Nursing Care Framework with the Bradford and District Residential and Nursing Care Homes Provider List - a Dynamic Purchasing System operating under the Light Touch Regime, which will create a list of accredited Providers. This system is a more flexible, straight-forward approach for organisations that wish to apply in order to receive business from the Council and CCG. We ask all current and potential providers of Residential and Nursing Care in the Bradford District engage with this Application process.

Tender Quality Score

This tender establishes a Dynamic Purchasing System for residential and nursing care, demonstrating good procedural clarity and long-term planning, but suffers from significant gaps in detailing evaluation criteria and full requirements within the notice.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure as an Open Dynamic Purchasing System under the Light Touch Regime, with an appropriate CPV code. The long submission deadline is suitable for a DPS. However, the 'Missing reveal date' is a minor administrative compliance issue.

Missing reveal date
Clarity60/100

The overall description of the DPS is clear and unambiguous. However, the notice explicitly defers critical details such as mandatory exclusion grounds and financial requirements to full application documents. Crucially, evaluation criteria for accreditation to the DPS are not specified, significantly impacting clarity.

No evaluation criteria specified in the notice
Mandatory exclusion grounds and financial requirements not detailed in the notice
Completeness65/100

Basic information like title, reference, organization, value, deadlines, and duration are well-specified. However, the tender is incomplete regarding detailed mandatory exclusion grounds, financial requirements, and, most importantly, evaluation criteria, which are essential for a comprehensive understanding of the application process.

Missing evaluation criteria
Detailed mandatory exclusion grounds and financial requirements not provided in the notice
Fairness55/100

The long submission deadline and support for e-procurement contribute positively to fairness. Requirements appear generic and not tailored. However, the critical absence of specified evaluation criteria for accreditation to the DPS is a major fairness concern, as it undermines transparency and objectivity.

No evaluation criteria specified, impacting transparency and objectivity
Practicality65/100

Electronic submission is supported, and the contract duration is clearly specified. However, the lack of a direct URL for accessing the full application documents is a practical hurdle for potential bidders. The contract start date is not explicitly stated, which is a minor practical detail.

No direct URL provided for full application documents
Contract start date not explicitly stated
Data Consistency80/100

Most key fields are populated, and dates are logical and consistent with a DPS. There are no reported disputes or suspensions. A minor inconsistency exists between the 'E-Procurement' characteristic and the automated check's 'No e-submission' flag, which is disregarded in favor of the explicit characteristic.

Missing reveal date
Sustainability40/100

While the service itself (residential and nursing care) has inherent social value, the tender notice does not explicitly incorporate broader green procurement, additional social criteria beyond the core service, or innovation focus. It is not EU funded.

No explicit green procurement criteria
No explicit social criteria beyond the core service

Strengths

Clear definition of procedure type (DPS under Light Touch Regime)
Long, reasonable submission deadline and duration for a DPS
High estimated value and clear scope of services
E-procurement enabled for application submission
Basic information (title, reference, organization, CPV, NUTS) is complete

Concerns

Critical absence of specified evaluation criteria for accreditation to the DPS
Lack of detailed mandatory exclusion grounds and financial requirements in the notice, deferring to full documents
Missing reveal date, which is a minor administrative compliance issue
No explicit integration of green procurement, broader social value, or innovation criteria
Lack of a direct URL for accessing full application documents

Recommendations

1. Publish clear and objective evaluation criteria for accreditation to the DPS to enhance fairness and transparency.
2. Ensure all 'full application documents' are easily accessible via a direct URL from the tender notice.
3. Consider integrating explicit sustainability, social value, and innovation clauses into future iterations or call-offs from the DPS.
