Original Tender Description

Severn Trent are currently investigating the potential procurement of supply and installation of covers for a range of ASP (Activated Sludge Plant) tanks at up to 23 of our sewage treatment works with some sites having multiple ASP assets. Severn Trent is also considering the procurement of covers for its Liquor Treatment Plants. The intention is to collaboratively work together with supplier(s) to identify the best solution for our sites. The purpose of the cover is to capture gas emissions from the mixed liquors in the tank, which constantly receives aeration with high airflow. We require covers that can deal with air pressure and cope with a certain level of pressure fluctuation. As such the cover should be sealed to the tank and reasonable steps should be taken to minimise the leakage of gas. It is expected that extraction points will be required to remove the gas for processing.

Tender Quality Score

This tender, currently in a planning phase, offers a clear description of technical requirements but is significantly incomplete regarding crucial details like tender value, full documentation, and evaluation criteria. Its 'planning' status explains some omissions, but key transparency and access issues remain.

Score Breakdown

Legal Compliance70/100

The tender is in a planning phase, which explains the absence of a defined procedure type. The CPV code is appropriate, and there are no disputes. However, the lack of a formal procedure type and full disclosure would be a significant compliance issue for a live tender.

Missing procedure type
Full tender documentation not available
Clarity75/100

The description and AI-extracted technical requirements are clear and understandable. However, the complete absence of evaluation criteria is a significant clarity concern, as it leaves potential suppliers without understanding how proposals will be judged.

No evaluation criteria specified
Completeness60/100

Basic information like title, reference, organization, deadline, and duration are present. However, the estimated value is classified, no tender document content is available, and eligibility, financial, and exclusion requirements are missing, making it substantially incomplete.

Estimated value classified
No tender document content available
Fairness50/100

The classified tender value, lack of access to full document content, and absence of evaluation criteria significantly undermine transparency and fairness. The reported lack of e-submission also poses a barrier to equal access for all potential bidders.

Tender value classified
No full document access
Practicality65/100

The contract start date and duration are clearly specified. However, the absence of electronic submission and the lack of accessible document content are significant practical hurdles for bidders. Financing information is also not provided.

No electronic submission supported
No document content available (or URL)
Data Consistency70/100

Dates are logical and consistent, and there are no reported disputes. However, many key fields such as procedure type, liable person, estimated value, and specific eligibility/financial/exclusion grounds are unpopulated or explicitly marked as 'None'/'Not disclosed'.

Many key fields unpopulated (e.g., Type, Procedure, Liable Person, Value, Eligibility, Financial, Exclusion grounds)
Sustainability40/100

There are no explicit green procurement or social criteria mentioned. While the 'collaboratively work together' approach hints at potential for innovative solutions, it is not a formal innovation focus, leading to a low score in this category.

No explicit green procurement criteria
No explicit social criteria
