Tender Quality Score

This tender is critically incomplete, lacking essential documentation and evaluation criteria, which severely hinders fair competition and bidder preparation. While insurer rating requirements are clear, the overall process lacks transparency and detail.

Score Breakdown

Legal Compliance100/100

Legal compliance is questionable due to the absence of mandatory exclusion grounds and specific eligibility requirements for bidders, which are fundamental in public procurement directives and national laws.

Missing mandatory exclusion grounds
Missing specific eligibility requirements for bidders
Clarity40/100

While insurer credit rating requirements are clearly stated, the overall clarity is poor due to the absence of detailed service specifications, evaluation criteria, and comprehensive tender documents. The 'sole discretion' clause for lower-rated insurers, though explained, could benefit from further transparency regarding its application.

Lack of detailed service scope for 'Insurance and Related Services'
Missing evaluation criteria
Completeness83/100

The tender is critically incomplete, as no documents are attached, and essential information such as detailed specifications, terms and conditions, and evaluation criteria are entirely missing. This makes it impossible for bidders to prepare comprehensive and compliant proposals.

No tender documents attached or content available
Missing evaluation criteria
Fairness60/100

The absence of evaluation criteria is a significant fairness concern, as bidders cannot understand how their proposals will be assessed, leading to an unlevel playing field. While high insurer rating requirements are common for such services, the overall lack of transparency due to missing documents could disadvantage potential bidders.

Missing evaluation criteria
Potential for unfair assessment due to lack of transparent process details
Practicality40/100

It is impractical for potential bidders to formulate comprehensive and accurate proposals without detailed service specifications, terms, and evaluation criteria. The process for lower-rated insurers, while providing flexibility, adds complexity for bidders requiring pre-bid deadline disclosures and acceptance.

Impractical for bidders to prepare comprehensive bids due to missing information
Data Consistency100/100

Based on the limited information provided, the internal requirements regarding insurer ratings and the process for lower-rated insurers appear consistent.

Sustainability0/100

The tender does not include any specific requirements or considerations related to environmental, social, or innovation aspects, representing a missed opportunity for sustainable and responsible procurement.

No sustainability criteria
No social criteria

Strengths

Clear title, reference number, and organization details
Specific and clear requirements for insurer credit ratings
Use of an e-sourcing portal for submission
Defined process for considering insurers with slightly lower ratings

Concerns

Critical absence of tender documents and content
Missing evaluation criteria
Lack of mandatory exclusion grounds and eligibility requirements for bidders
Undefined detailed scope of 'Insurance and Related Services'
Absence of sustainability, social, and innovation criteria

Recommendations

1. Publish full tender documentation, including detailed specifications, terms, conditions, and comprehensive evaluation criteria.
2. Clearly define mandatory exclusion grounds and eligibility requirements for bidding entities.
3. Incorporate sustainability, social, and innovation considerations into the tender requirements and evaluation.
