Original Tender Description

Severn Trent are currently investigating the potential procurement of supply and installation of covers for a range of ASP (Activated Sludge Plant) tanks at up to 23 of our sewage treatment works with some sites having multiple ASP assets. Severn Trent is also considering the procurement of covers for its Liquor Treatment Plants. The intention is to collaboratively work together with supplier(s) to identify the best solution for our sites. The purpose of the cover is to capture gas emissions from the mixed liquors in the tank, which constantly receives aeration with high airflow. We require covers that can deal with air pressure and cope with a certain level of pressure fluctuation. As such the cover should be sealed to the tank and reasonable steps should be taken to minimise the leakage of gas. It is expected that extraction points will be required to remove the gas for processing.

Tender Quality Score

This tender, currently in a "planning" status, exhibits significant deficiencies including a lack of accessible document content, undefined procedure type, classified value, and missing evaluation criteria, severely impacting its transparency and fairness. While the technical requirements are clear, the overall completeness and legal compliance are poor for a tender with a submission deadline.

Score Breakdown

Legal Compliance45/100

The tender lacks a defined procedure type and has a classified value, which are significant legal compliance issues for a formal tender. The CPV code is too generic. The 'planning' status with a submission deadline creates ambiguity regarding its legal standing, and mandatory disclosure requirements are not fully met.

Missing procedure type
Classified estimated value
Clarity55/100

While the technical description of the required covers is clear and specific, the tender explicitly lacks specified evaluation criteria. Furthermore, categories like 'MANDATORY EXCLUSION GROUNDS', 'ELIGIBILITY REQUIREMENTS', and 'FINANCIAL REQUIREMENTS' are listed as headings but without any detail, significantly reducing overall clarity for potential bidders.

No evaluation criteria specified
General requirement categories (exclusion, eligibility, financial) are listed but not detailed
Completeness35/100

The tender is critically incomplete due to the absence of content for the listed documents, making it impossible for bidders to fully understand the scope and requirements. Key information like the estimated value is classified, the procedure type is missing, and evaluation criteria are also absent.

No document content available for the 4 listed documents
Estimated value not disclosed
Fairness30/100

Fairness is severely compromised by the classified value, the lack of accessible document content, and the explicit absence of evaluation criteria. The automated check also flags 'No e-submission,' which can limit equal access for all potential suppliers.

Estimated value not disclosed (classified)
No document content available
Practicality40/100

The tender's practicality is hindered by the lack of electronic submission support and the classified financial value. Most critically, the absence of accessible tender document content makes it impractical for any supplier to prepare a meaningful bid.

No e-submission
Estimated value not disclosed
Data Consistency40/100

There is a significant inconsistency between the 'Status: planning' and the presence of a 'Submission Deadline.' If it's truly in the planning phase, a formal submission deadline should not yet be set. Key fields like procedure type and liable person are also unpopulated.

Inconsistent status ('planning') with a set submission deadline
Missing key fields (procedure type, liable person)
Sustainability30/100

While the core purpose of capturing gas emissions has inherent environmental benefits, the tender does not explicitly incorporate broader green procurement, social, or innovation criteria. The automated checks confirm 'Not green procurement,' 'No social criteria,' and 'No innovation focus.'

No explicit green procurement criteria
No social criteria

Strengths

Clear technical description of the required covers and their function
Specific technical capability requirements are well-defined
Contract duration and start date are provided
Reference number and organization are clearly stated

Concerns

Critical lack of accessible tender document content
Absence of defined procedure type and evaluation criteria
Estimated value is classified, reducing transparency
Inconsistency between 'planning' status and a set submission deadline
Generic CPV code for specialized equipment

Recommendations

1. Clarify the tender's status and procedure type, ensuring consistency between planning and active phases.
2. Publish all tender documents with full content and detail all requirements (exclusion, eligibility, financial) and evaluation criteria.
3. Disclose the estimated value to enhance transparency and allow bidders to assess the opportunity accurately.
