Original Tender Description

Following the devolution of Central Government Powers to the Combined Authorities, Sheffield City Council’s grant for the 19+ Adult Education Budget (AEB) for both formula funded and non-formula funding is provided under an agreement with South Yorkshire Mayoral Combined Authority (SYMCA). The AEB will fund learning for Adults 19+ who live in South Yorkshire, so that they can improve their skills, get back to work or remain and progress in work. The grant will continue to be administered and made available to Sheffield adults by the Council’s Lifelong Learning, and Skills Service (LLS), specifically by the Family, Adult and Community Education Service (FACES), via Sheffield City Councils Dynamic Purchasing System (DPS). This will be achieved through a new successor DPS that will enable FACES service to continue to deliver Adult Learning in Community settings from August 2023.

Tender Quality Score

This tender establishes a Dynamic Purchasing System for adult learning, demonstrating clear objectives and a strong social focus. However, the provided summary lacks specific details on evaluation criteria, mandatory exclusion grounds, and financial requirements, which impacts overall transparency and completeness.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV codes are correctly identified, and there are no reported disputes. The long application period for a DPS is appropriate. However, the missing reveal date is a minor transparency issue, and the summary's explicit lack of detail on mandatory exclusion grounds, while directing to full documents, is a slight concern for immediate clarity.

Missing reveal date
Mandatory exclusion grounds not detailed in summary
Clarity65/100

The tender's purpose and target audience are clearly articulated. However, the absence of specified evaluation criteria for DPS admission or subsequent contract awards, along with general technical and financial requirements in the summary, significantly reduces overall clarity for potential bidders.

No evaluation criteria specified
Technical/financial requirements are general in summary
Completeness60/100

While essential basic information, value, and duration are present, the summary explicitly states that mandatory exclusion grounds, specific financial requirements, and evaluation criteria are not detailed. This necessitates referring to external documents, making the provided summary incomplete.

Mandatory exclusion grounds not detailed in summary
Financial requirements not detailed in summary
Fairness60/100

The requirements appear generic and not tailored, and the DPS model with a long application window promotes broad access. However, the critical absence of specified evaluation criteria for admission and subsequent contract awards significantly undermines the transparency and objectivity essential for a fair process.

No evaluation criteria specified
Practicality65/100

The tender indicates E-Procurement, which is practical. However, the absence of a direct document URL is a practical hurdle. The mention of delivery from August 2023 while the submission deadline is 2027-07-31 could cause confusion regarding the DPS's operational timeline.

Document URL not provided
Ambiguity regarding DPS start date vs. submission deadline
Data Consistency90/100

Key fields are mostly populated, and there are no reported disputes or suspensions. Dates are logical within the context of a DPS, with a long application period. Minor omissions like 'Liable Person' do not significantly impact overall consistency.

Liable Person field empty
Sustainability50/100

The tender has a strong social dimension, focusing on improving skills and employment for adults, which directly addresses social sustainability. However, it lacks explicit criteria or focus on environmental (green) procurement or innovation.

No explicit green procurement criteria
No explicit innovation focus

Strengths

Clear description of the DPS purpose and target audience
Long application window for the Dynamic Purchasing System
Strong focus on social sustainability (adult skills and employment)
Value disclosed and E-Procurement enabled
CPV codes correctly assigned and no disputes reported

Concerns

Critical absence of specified evaluation criteria for DPS admission and contract awards
Lack of detailed mandatory exclusion grounds and financial requirements in the summary
Missing document URL, hindering direct access to full tender documents
Ambiguity regarding the DPS start date versus the submission deadline
No explicit focus on green procurement or innovation

Recommendations

1. Ensure all evaluation criteria for both DPS admission and subsequent contract awards are clearly published and detailed.
2. Provide a direct URL to all tender documents to facilitate easy access for potential bidders.
3. Include specific details on mandatory exclusion grounds and financial requirements within the main tender summary or clearly signpost where they can be found in the full documents.
