Tender Quality Score

This tender is critically flawed due to the complete absence of tender documents and evaluation criteria, severely impacting its completeness, clarity, and fairness. A significant discrepancy in the estimated contract value further undermines its quality, requiring substantial revision before effective publication.

Score Breakdown

Legal Compliance50/100

While the CPV code is correct and the submission period length is reasonable, the complete absence of tender documents and specified evaluation criteria represents a significant legal compliance risk. Missing procedure codes also indicate a lack of full disclosure.

No tender documents available for review.
No evaluation criteria specified.
Clarity45/100

The general service description is clear, but critical elements such as evaluation criteria are missing. The significant discrepancy between the estimated total value in EUR and the annual value in GBP creates major ambiguity. The mention of 'Divided into Parts' without further detail is also unclear.

Significant discrepancy in estimated contract value (EUR total vs. GBP annual).
No evaluation criteria specified.
Completeness30/100

Basic information like title, organization, and deadlines are present. However, the complete absence of actual tender documents, detailed requirements, and evaluation criteria makes this tender highly incomplete. The inconsistent value also points to incomplete financial information.

No tender documents available for review.
No evaluation criteria specified.
Fairness25/100

The lack of full document access, missing evaluation criteria, and absence of e-submission severely compromise the fairness of this procurement process. Bidders cannot adequately prepare or understand the basis of evaluation, creating an uneven playing field. The value discrepancy further adds to unfairness.

No tender documents available for review.
No evaluation criteria specified.
Practicality40/100

The absence of electronic submission support and accessible tender documents makes the process highly impractical for potential bidders. While contract start and duration are known, the fundamental ability to access and submit required information is severely hindered.

No e-submission support.
No document URL or accessible tender documents.
Data Consistency55/100

The most significant data inconsistency is the estimated contract value, stated as 125,000.00 EUR total but described as £125,000 per year. Minor inconsistencies include missing codes for type and procedure, and an unpopulated 'Liable Person' field. Dates are otherwise logical.

Major inconsistency in estimated contract value (EUR total vs. GBP annual).
Missing 'Liable Person' field.
Sustainability20/100

There is no mention of green procurement, social aspects, or innovation focus within the provided tender information. This indicates a complete lack of sustainability considerations.

No green procurement criteria.
No social aspects included.

Strengths

Clear title and organization information.
CPV code correctly assigned.
Contract duration and start date are specified.
Basic service description is understandable.
Submission period length is reasonable.

Concerns

Complete absence of tender documents.
Missing evaluation criteria.
Significant discrepancy in estimated contract value.
No electronic submission support.
Lack of detailed requirements beyond AI extraction.

Recommendations

1. Immediately publish all comprehensive tender documents, including detailed specifications and terms.
2. Clearly define and publish the evaluation criteria and their weighting.
3. Clarify the estimated contract value, specifying if it's total or annual, and in which currency.
