Tender Quality Score

This tender summary is critically incomplete, making a comprehensive assessment challenging. While the intent to create an Approved Providers List for therapeutic services is clear, the absence of full tender documents raises significant concerns regarding completeness, clarity, and fairness for potential bidders.

Score Breakdown

Legal Compliance100/100

The tender acknowledges mandatory exclusion grounds and refers to standard public procurement regulations. However, without the full tender documents, it's impossible to verify the specific legal provisions and their correct incorporation.

Specific mandatory exclusion grounds are not detailed in the provided summary, requiring bidders to refer to external regulations.
Clarity40/100

The overall objective of establishing an Approved Providers List for therapeutic support, particularly for adoptive families, is clear. However, the specific requirements for bidders regarding technical capabilities, financial standing, and submission formats are largely undefined.

Specific technical standards, certifications, or experience levels are not detailed.
Specific financial requirements (e.g., minimum turnover, insurance levels) are not detailed.
Completeness83/100

The provided information is a highly incomplete summary. It explicitly states that many crucial details, such as specific exclusion grounds, technical standards, financial requirements, submission formats, and evaluation criteria, are missing. The absence of any attached documents further confirms this deficiency.

No documents attached or document content available.
Missing evaluation criteria.
Fairness80/100

The lack of detailed requirements and, crucially, evaluation criteria, poses a significant risk to fairness. Without clear, objective metrics for assessment, there is a potential for subjective evaluation, which could disadvantage some bidders. The broad nature of some requirements, without further definition, could also be problematic.

Missing evaluation criteria, which is a major fairness concern as bidders cannot understand the basis of selection.
Absence of specific technical and financial requirements could lead to inconsistent application or a lack of transparency.
Practicality40/100

The Approved Providers List model for demand-led services is practical for the procuring authority. However, for potential bidders, the explicit statement of 'no guarantee of work' combined with unspecified financial stability requirements could deter smaller or less established providers. The absence of detailed submission requirements also hinders practical preparation.

No guarantee of work, combined with unspecified financial requirements, could deter providers needing predictable income.
Lack of detailed submission requirements makes practical preparation challenging for bidders.
Data Consistency100/100

Within the provided summary, the data appears consistent. The estimated value aligns with the contract duration and the nature of an Approved Providers List, and the demand-led service description is consistent with the 'no guarantee of work' statement.

Sustainability0/100

The summary does not include any specific criteria related to environmental, social (beyond the core service), or innovation aspects, indicating a missed opportunity to incorporate broader sustainability objectives.

Not green procurement.
No social criteria (beyond the core service provision).

Strengths

Clear objective: Establishing an Approved Providers List for therapeutic support services.
Long contract duration (60 months) offers potential stability for appointed providers.
Estimated value (30M EUR) indicates significant potential for providers.
Open procedure promotes broad competition.
Addresses a specific social need (support for adoptive families and others).

Concerns

Critical lack of full tender documents, rendering specific requirements and evaluation criteria unknown.
Absence of evaluation criteria, making it impossible for bidders to understand how they will be assessed.
Missing specific technical and financial requirements, creating uncertainty and potential for subjective assessment.
No specific mandatory exclusion grounds detailed, requiring bidders to refer to external regulations.
Potential for requirements to be interpreted in a way that favors specific existing providers due to broad definitions and lack of detail.

Recommendations

1. Immediately publish the full tender documents, including all specific requirements, evaluation criteria, and submission templates.
2. Clearly detail all mandatory exclusion grounds, eligibility, technical, and financial requirements within the tender documents to ensure transparency and fairness.
3. Consider incorporating social, environmental, and innovation criteria to align with modern public procurement best practices.
