Tender Quality Score

This tender for Post-Incident Support Services demonstrates good clarity in its service description and requirements, but suffers from significant omissions regarding legal compliance, completeness, and fairness due to missing mandatory exclusion grounds, financial requirements, and evaluation criteria.

Score Breakdown

Legal Compliance50/100

The tender correctly identifies an Open procedure and assigns an appropriate CPV code. The submission deadline provides a reasonable preparation period. However, the explicit absence of mandatory exclusion grounds, financial requirements, and evaluation criteria represents significant legal deficiencies. Furthermore, the 'Over Sum Limit: No' statement is inconsistent with the estimated value exceeding standard UK sub-central procurement thresholds, raising concerns about the application of full regulatory requirements.

Missing mandatory exclusion grounds
Missing financial requirements
Clarity65/100

The description of the Post-Incident Support Services and the AI-extracted eligibility and technical requirements are clear and understandable. However, the critical absence of specified evaluation criteria severely impacts the overall clarity for potential bidders, as they cannot ascertain how their proposals will be judged.

No evaluation criteria specified
Completeness60/100

Basic information such as title, reference, organization, value, duration, and CPV code are provided. The tender also references external documents on Public Contracts Scotland. Nevertheless, the tender is significantly incomplete due to the explicit absence of mandatory exclusion grounds, financial requirements, and, most critically, evaluation criteria, which are essential components of a comprehensive tender package.

Missing mandatory exclusion grounds
Missing financial requirements
Fairness60/100

The tender promotes fairness through the disclosure of the estimated value, a reasonable submission deadline, and the explicit support for e-procurement. The eligibility and technical requirements appear generic and not tailored to a specific company. However, the complete absence of evaluation criteria is a major concern for fairness, as it removes transparency from the selection process and hinders bidders' ability to prepare competitive and relevant offers.

No evaluation criteria specified
Practicality65/100

Electronic submission is clearly supported, enhancing practicality for bidders. The contract duration is specified. However, a direct URL to the full tender documents is not provided in the given content (only a reference to Public Contracts Scotland), and the contract start date is missing. More detailed financing information beyond the estimated value would also improve practicality.

Direct document URL not provided in content
Contract start date not known
Data Consistency70/100

Most key fields such as title, reference, organization, value, and dates are populated and consistent. There are no reported disputes or suspensions. However, the 'Liable Person' field is empty, and the statement 'Over Sum Limit: No' contradicts the actual estimated value relative to standard procurement thresholds, indicating a factual inconsistency in a key procedural field.

Empty 'Liable Person' field
Inconsistent 'Over Sum Limit' statement
Sustainability60/100

The tender explicitly requires 'community benefit delivery,' which is a strong positive for social sustainability. The nature of the service itself (mental health support for employees) inherently contributes to social well-being. However, there is no explicit mention of green procurement aspects or innovation focus, and it is not EU funded.

No explicit green procurement focus
No explicit innovation focus

Strengths

Clear service description and technical requirements
Estimated value and duration are disclosed
E-procurement and division into parts supported

Appropriate CPV code assigned

Concerns

Critical absence of evaluation criteria
Missing mandatory exclusion grounds and financial requirements
Inconsistency regarding 'Over Sum Limit' statement
Lack of direct URL to full tender documents in provided content
No explicit green procurement or innovation focus

Recommendations

1. Immediately publish comprehensive evaluation criteria to ensure transparency and fairness.
2. Provide full details on mandatory exclusion grounds and financial requirements to ensure legal compliance and completeness.
3. Clarify the 'Over Sum Limit' statement and ensure all relevant legal thresholds and procedures are correctly applied.
