Tender Quality Score

This tender for a Pseudo Dynamic Purchasing System (PDSP) by Wakefield Council is generally well-structured in its basic information and scope, but suffers from significant gaps in detailed requirements and transparency, particularly regarding evaluation criteria.

Score Breakdown

Legal Compliance75/100

The procedure type (Open, PDSP) and CPV codes are clearly defined and appropriate. The long submission period is suitable for a PDSP. However, the absence of a reveal date and the lack of specific mandatory exclusion grounds and financial requirements in the provided summary are notable compliance gaps.

Missing reveal date
No specific mandatory exclusion grounds detailed
Clarity70/100

The overall purpose and scope of the PDSP, including target service user groups, are clearly described. However, the critical absence of specified evaluation criteria and the lack of detailed financial and exclusion requirements significantly reduce clarity for potential bidders.

No evaluation criteria specified
Lack of detailed financial requirements
Completeness65/100

Basic information, estimated value, and contract duration are provided. The tender is divided into parts. However, the lack of summarized content for crucial documents like the 'Service Specification' and 'Contract Agreement', along with the missing evaluation criteria, makes the tender incomplete from an analytical perspective.

Missing evaluation criteria
Key documents (Service Specification, Contract Agreement) not summarized
Fairness75/100

The tender benefits from a very long submission period and the explicit mention of e-procurement, promoting equal access. Requirements appear generic and not tailored to a specific company. However, the absence of explicit evaluation criteria is a significant fairness concern, as it hinders transparent assessment of applications.

No evaluation criteria specified
Practicality65/100

E-procurement is supported, and the contract duration is clearly specified. However, the absence of a direct document URL, a specific contract start date, and detailed financing information (beyond the estimated value) reduces the practicality for interested parties.

Document URL not provided
Contract start date not specified
Data Consistency85/100

Key fields are mostly populated, and there are no reported disputes or suspensions. The timeline, with a 2022 reference and 2027 submission deadline, is logical for a long-running PDSP. The 'Liable Person' and procedure codes are marked N/A, which are minor inconsistencies.

Missing reveal date
Liable Person and procedure codes marked N/A
Sustainability50/100

While the core service addresses significant social needs (care for vulnerable groups), the tender does not explicitly incorporate broader green procurement, additional social clauses, or innovation-focused criteria into the procurement process itself.

No explicit green procurement criteria
No explicit additional social criteria beyond core service

Strengths

Clear description of service scope and target groups
Long submission period suitable for a PDSP
E-Procurement enabled for accessibility
Estimated value and contract duration clearly specified
Requirements appear generic and not tailored

Concerns

Absence of specified evaluation criteria
Lack of detailed mandatory exclusion grounds and financial requirements
Missing reveal date for full transparency
Key tender documents not fully summarized in analysis
No explicit sustainability, green, or innovation criteria

Recommendations

1. Ensure all evaluation criteria, mandatory exclusion grounds, and financial requirements are clearly published and easily accessible.
2. Provide a direct URL to all tender documents for full transparency and ease of access.
3. Consider integrating explicit green procurement, social value, and innovation clauses into future tenders of this scale.
