Tender Quality Score

This tender for surfacing and quarried materials is generally clear in its scope and requirements but suffers from critical omissions regarding evaluation criteria, full document access, and e-submission, impacting fairness and completeness. It also lacks modern sustainability and social considerations.

Score Breakdown

Legal Compliance75/100

The procedure type and CPV code are clearly defined and appropriate. The submission period (from today's date) is reasonable. However, the missing reveal date and, critically, the absence of specified evaluation criteria are significant compliance issues. The 'Required: No' for the main PDF document is also a concern for full disclosure.

Missing reveal date for the tender.
No evaluation criteria specified.
Clarity80/100

The description of the contract scope and the AI-extracted requirements are clear and understandable. However, the critical absence of evaluation criteria significantly reduces clarity for potential bidders regarding how their proposals will be assessed.

No evaluation criteria specified.
Completeness70/100

Basic information, deadlines, value, duration, and location are present. However, the critical absence of the full tender documents (beyond a 'tender notice' marked 'Required: No') and the missing evaluation criteria are significant gaps, making the tender incomplete.

Full tender documents are not clearly provided or accessible (only a 'tender notice' PDF marked 'Required: No').
No evaluation criteria specified.
Fairness65/100

The estimated value is disclosed, and the technical requirements appear generic. However, the lack of full document access, the absence of specified evaluation criteria, and the lack of e-submission functionality are significant barriers to equal access and transparency, severely impacting fairness.

Lack of full tender document access.
No evaluation criteria specified, hindering objective assessment.
Practicality60/100

The contract start date and duration are clearly specified. However, the absence of electronic submission (e-submission) is a major practical drawback for a tender of this scale in 2026. The lack of an explicit document URL also hinders practical access.

No e-submission functionality.
No explicit document URL provided.
Data Consistency90/100

Most key fields are populated, and dates are logical and consistent. There are no disputes or suspensions. Minor issues include 'Liable Person' missing and 'N/A' codes for procedure type, but these do not significantly impact overall consistency.

Missing 'Liable Person' field.
Procedure type codes are 'N/A'.
Sustainability50/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. While not actively negative, this represents a missed opportunity for a high-value public contract to incorporate modern sustainability and social responsibility principles.

No green procurement criteria.
No social criteria.

Strengths

Clear description of the contract scope and requirements.
High estimated value disclosed, indicating transparency.
Specific CPV and NUTS codes provided for classification.
Contract duration and start date are clearly specified.
No disputes or suspensions, indicating a stable process.

Concerns

Missing explicit evaluation criteria, severely impacting transparency and fairness.
Lack of full tender document access (PDF marked 'Required: No' and described as a 'tender notice').
Absence of electronic submission (e-submission) functionality.
No mention of green, social, or innovation procurement aspects.
Missing reveal date for the tender.

Recommendations

1. Immediately publish the full tender documents, including detailed specifications, terms, and conditions, and ensure they are clearly accessible.
2. Clearly define and publish the evaluation criteria and their weighting to ensure transparency and fairness for all bidders.
3. Implement an electronic submission system to enhance practicality, accessibility, and fairness for potential suppliers.
